दोनों पक्षों ने रक्षा और सुरक्षा में मजबूत द्विपक्षीय सहयोग को स्वीकार किया। वे इन क्षेत्रों में सहयोग को मजबूत करने और विस्तारित करने के लिए आवश्यक कदम उठाने पर सहमत हुए, जिसमें नियमित संवाद और परामर्श, सूचना साझा करना, संयुक्त प्रशिक्षण, आतंकवाद विरोधी पहल और साइबर सुरक्षा खतरों और क्रिप्टोकरेंसी धोखाधड़ी जैसे अंतरराष्ट्रीय अपराधों को संबोधित करना शामिल है। मई 2024 में काहिरा में मलेशियाई सैन्य अताशे कार्यालय की स्थापना मिस्र के साथ रक्षा सहयोग को गहरा करने और बढ़ाने के लिए मलेशिया की प्रतिबद्धता को मजबूत करती है।

दोनों देशों ने अपने सैन्य अभियानों में इज़राइल द्वारा अंतरराष्ट्रीय कानून, अंतरराष्ट्रीय मानवीय कानून और अंतरराष्ट्रीय मानवाधिकार कानून के लगातार उल्लंघन की निंदा की, जो लेबनान की संप्रभुता और क्षेत्रीय अखंडता का भी उल्लंघन है। उन्होंने लेबनान में इज़रायल की लगातार घुसपैठ और हवाई हमलों की ओर इशारा किया, जिसके परिणामस्वरूप 2,000 से अधिक निर्दोष नागरिकों की मौत हुई और बुनियादी ढांचे को गंभीर नुकसान हुआ। उन्होंने इस मानवीय आपदा को समाप्त करने के लिए तत्काल युद्धविराम की आवश्यकता और लेबनान की संप्रभुता और क्षेत्रीय अखंडता को संरक्षित करने के महत्व पर भी जोर दिया। दोनों देशों ने लेबनानी राज्य और क्षेत्र में शांति और सुरक्षा सुनिश्चित करने के लिए सुरक्षा परिषद के प्रस्ताव 1701 के पूर्ण कार्यान्वयन के लिए अपना पूर्ण समर्थन व्यक्त किया।

जलवायु परिवर्तन

दोनों देशों ने जलवायु परिवर्तन से संबंधित मुद्दों के समाधान के लिए प्रयासों को तेज करने की अपनी प्रतिबद्धता की पुष्टि की और जलवायु महत्वाकांक्षाओं और सतत विकास के बीच एक संतुलित दृष्टिकोण अपनाने पर सहमति व्यक्त की।

बीआरआईसी

दोनों देशों ने 23 अक्टूबर, 2024 को कज़ान, रूस में 16वें ब्रिक्स शिखर सम्मेलन में समूह के लिए भागीदार देशों की एक श्रेणी अपनाने के ब्रिक्स नेताओं के निर्णय का स्वागत किया। मलेशिया ने समूह में पूर्ण सदस्यता हासिल करने और ग्लोबल साउथ के एजेंडे को मजबूत करने की दिशा में मिस्र और अन्य ब्रिक्स सदस्यों के साथ मिलकर काम करने की उम्मीद जताई।

त्वरित सहयोग

मिस्र और मलेशिया ने विभिन्न क्षेत्रों में अधिक गतिशील और प्रभावी सहयोग की दिशा में आगे बढ़ने के लिए कई लंबित समझौता ज्ञापनों और समझौतों पर हस्ताक्षर करने में तेजी लाने की इच्छा व्यक्त की। यात्रा के दौरान, राष्ट्रपति अल-सिसी और प्रधान मंत्री इब्राहिम इस्लामी मामलों के क्षेत्र में मिस्र के अवकाफ मंत्रालय और मलेशिया के इस्लामी विकास विभाग के बीच एक समझौता ज्ञापन पर हस्ताक्षर और आदान-प्रदान के गवाह बने।

Egypt and Malaysia have agreed to elevate their bilateral relations to a strategic partnership in the near future, following the official visit of Malaysian Prime Minister Anwar Ibrahim to Egypt on Sunday.

During his visit at the invitation of President Abdel Fattah al-Sisi, Ibrahim met with the President in Cairo to discuss various topics, including regional security, trade, and investment.

In a joint press conference, Ibrahim expressed gratitude for Egypt’s support for Gaza and ongoing efforts to achieve a ceasefire.

Ibrahim stated, “We agree with Egypt on the priority of a ceasefire and restoring peace in the region.”

He also expressed hope for a future visit by President al-Sisi to Malaysia, saying, “We hope that President Abdel Fattah al-Sisi will visit Malaysia soon.”

President al-Sisi mentioned that their discussions at both the one-on-one level and in a broader framework demonstrated a strong understanding for achieving a comprehensive strategic partnership and enhanced cooperation in all areas between Egypt and Malaysia.

Al-Sisi highlighted collaboration in sectors like investment, the automotive industry, information technology, artificial intelligence, cultural exchange, and efforts by Al-Azhar to educate children in Malaysia.

The two countries issued a joint statement outlining key outcomes from Ibrahim’s official visit, which coincided with the 65th anniversary of diplomatic relations between them.

Strengthening Relations

Both countries agreed to further strengthen their political ties through high-level visits. Malaysia will host the second meeting of the Egypt-Malaysia Joint Commission and bilateral consultations at a mutually convenient time.

The two sides expressed confidence in ongoing growth in trade and investment between them, recognizing their economic potential. They appreciated efforts to deepen cooperation in the digital economy, agricultural products, renewable energy infrastructure, transportation, marine transport, as well as manufacturing and semiconductor industries. They emphasized that comprehensive trade and investment relations should be based on principles of free and fair trade, benefiting both countries through free trade agreements with ASEAN and the Common Market for Eastern and Southern Africa (COMESA).

Defense and Security Cooperation

Both sides acknowledged strong bilateral cooperation in defense and security. They agreed to take necessary steps to enhance cooperation in these areas, including regular dialogue, information sharing, joint training, counter-terrorism initiatives, and addressing international crimes such as cyber threats and cryptocurrency fraud. The establishment of a Malaysian military attaché office in Cairo in May 2024 reinforces Malaysia’s commitment to deepening defense cooperation with Egypt.

Education and Cultural Exchange

Both countries affirmed the importance of ongoing cooperation in higher education and training. Malaysia appreciated Egypt’s friendship in providing more scholarships for Malaysian students to study at Egyptian higher education institutions. They also discussed ways for relevant ministries to collaborate in addressing various issues and developing cooperation in this field.

They emphasized the significance of cultural exchange for strengthening friendly relations between their peoples and agreed to work together to attract students and experts from both countries to further their studies and research, maintaining positive momentum in this collaboration.

ASEAN Cooperation

Malaysia welcomed Egypt’s desire to strengthen cooperation with ASEAN countries to support peace, stability, and collaboration, following Egypt’s inclusion in the ASEAN Treaty of Friendship and Cooperation in 2016. As ASEAN Chair in 2025, Malaysia expressed its intention to work with Egypt to enhance relations between ASEAN and Egypt. Malaysia encouraged Egypt, as a founding member of the African Union, to strengthen its partnership with ASEAN.

Middle East Situation

Both countries agreed on the need to call for restoring peace and security in the region. They addressed the deteriorating humanitarian situation in Gaza and condemned Israel’s actions in Gaza. Malaysia appreciated Egypt’s efforts to deliver humanitarian aid to Palestinians in Gaza. Both sides reaffirmed the rights of the Palestinian people to self-determination, including the right to establish an independent Palestinian state. They called for the UN Security Council to consider Palestine’s request for full membership in the UN, in line with Resolution A/RES/ES-10/23 adopted by the UN General Assembly on May 10, 2024.

They condemned Israel’s continuous violations of international law and humanitarian laws in their military actions, which also breach Lebanon’s sovereignty and territorial integrity. They pointed out Israel’s ongoing incursions and airstrikes in Lebanon, which have resulted in over 2,000 innocent civilian deaths and significant damage to infrastructure. They emphasized the urgent need for a ceasefire to end this humanitarian disaster and the importance of preserving Lebanon’s sovereignty and territorial integrity. Both countries expressed full support for the complete implementation of Security Council Resolution 1701 to ensure peace and security in Lebanon.

Climate Change

Both nations reaffirmed their commitment to intensify efforts to address climate change issues and agreed to adopt a balanced approach between climate ambitions and sustainable development.

BRICS

Both countries welcomed the decision of BRICS leaders to adopt a category of partner countries at the 16th BRICS Summit in Kazan, Russia, on October 23, 2024. Malaysia expressed hope to work together with Egypt and other BRICS members towards achieving full membership and advancing the Global South agenda.

Rapid Cooperation

Egypt and Malaysia expressed their willingness to accelerate the signing of several pending memorandums of understanding and agreements to move towards more dynamic and effective cooperation in various fields. During the visit, President al-Sisi and Prime Minister Ibrahim witnessed the signing and exchange of a memorandum of understanding between Egypt’s Awqaf Ministry and Malaysia’s Islamic Development Department in the field of Islamic affairs.

Prime Minister Ibrahim expressed gratitude to President al-Sisi, the Egyptian government, and the people of Egypt for their warm welcome and the success of his visit. He also expressed hope that President al-Sisi would undertake a state visit to Malaysia in the future.
