The USDA is also establishing a Commodity Storage Assistance Program, which will provide $140 million to help producers access essential facilities like packing houses, grain lifts, or other necessary marketing facilities. This program is designed to assist farmers nationwide facing disaster-related challenges, particularly due to the destruction caused by storms Debbie, Helen, and Milton, and the USDA expects a high signup rate in the Southeast.
“Specialty crop producers play a crucial role in the success of American agriculture, from providing high-quality, nutritious fruits, vegetables, and nuts to serving as economic pillars in their communities,” said Agriculture Secretary Tom Vilsack. “The marketing assistance for specialty crops and the Commodity Storage Assistance Program will be vital for producers across the U.S., particularly benefitting farmers in the Southeast, who are facing a tough and lengthy recovery after this devastating storm season.”
These programs will complement a disaster assistance package proposed by the Biden-Harris administration to Congress, which includes resources for USDA’s Emergency Relief Program (ERP), Emergency Livestock Relief Program (ELRP), along with nutrition assistance and rural infrastructure aid. The ERP and ELRP will assist producers of row crops, specialty crops, and livestock affected by disaster losses.
Details, including eligibility and payment rates, will be provided as funding becomes available for each program.

Marketing Assistance Program for Specialty Crops

The Marketing Assistance Program for Specialty Crops will help expand markets for specific crops that generally face high marketing costs related to the perishability of fruits, vegetables, flowers, nursery crops, and herbs; special handling and transport equipment for temperature and humidity control; packaging; and high labor costs. The USDA estimates applications will open in December 2024.
This initiative builds on previous investments by the USDA under the Biden-Harris administration to support the American specialty crop industry. In January 2024, as a part of its new Regional Agricultural Promotion Program (RAPP), the USDA announced the launch of the Assistive Specialty Crop Export (ASCE) initiative, providing $65 million for projects aimed at boosting global exports of specialty crops and reaching new markets. In October, the USDA made an initial $25 million available through this initiative.
Additionally, in August 2023, the USDA announced $72.9 million in grants through the Specialty Crop Block Grant Program (SCBGP) to support the specialty crop industry in funding innovative projects designed to enhance the competitiveness of the specialty crop sector. The USDA also allocated $72.9 million through the SCBGP in 2022. In fiscal year 2023, specialty crop exports amounted to $24.6 billion, making up 13.8 percent of total U.S. agricultural exports.

Commodity Storage Assistance Program

The USDA is establishing the Commodity Storage Assistance Program to provide commercial storage facilities like grain lifts and packing houses for producers who face decreased access due to natural disasters in 2024. This program builds upon the emergency grain storage assistance program that helped producers respond to losses of grain storage options following tornadoes, derechos, and floods in 2021 and 2022.
The USDA will allocate $140 million from the Commodity Credit Corporation fund for a wide range of goods under this program. Producers must demonstrate that they suffered losses in commercial storage or marketing due to natural disasters. Applications are expected to be available in December 2024.

USDA offers support and flexibility after 2024 natural disasters

These investments are intended to assist agricultural producers impacted by natural disasters, and they are based on the USDA’s extensive range of disaster assistance, agricultural loans, and conservation programs. These programs can help producers recover in various ways, including land and private forest rehabilitation, fence repair, debris removal, animal mortality disposal, and other challenges.

Deadline Extensions

As previously announced, the USDA has added flexibility to several disaster assistance programs to streamline and expedite the recovery process for producers affected by storms Debbie, Helen, and Milton. The USDA is providing flexibility for its programs, including extended signup opportunities. This flexibility includes extended signup periods for the Emergency Conservation Program and the Emergency Forest Restoration Program, which are now open at USDA service centers and will continue until June 1, 2025.

Crop Insurance Compensation

Overall, the USDA has issued over $6 billion in crop insurance compensation for the 2024 crop year. Of that $6 billion, approximately $1 billion has been paid to agricultural producers affected by storms and tropical storms in 2024. This includes $792 million in support through Hurricane Insurance Protection-Wind Index (HIP-WI) and Tropical Storm options.
