योगी कैबिनेट ने कृषि विभाग द्वारा प्रस्तुत यूपी एग्री प्रोजेक्ट के प्रस्ताव को भी मंजूरी दी है। इस परियोजना के तहत, किसानों को बोआई से लेकर मार्केट में अपनी फसल बेचने तक सभी प्रकार की सुविधाएं दी जाएंगी।
राज्य सरकार के बयान के अनुसार, यह महत्वाकांक्षी परियोजना यूपी के 28 जिलों में लागू की जाएगी। इस परियोजना के तहत उन जिलों की पहचान हुई है जहां किसानों के लिए खेती करना कठिन साबित हुआ है। इसमें Bundelkhand, Vindhya, Deviparayag के 28 जिलों और आज़मगढ़ डिवीजन को शामिल किया गया है। यह लगभग 4000 करोड़ रुपये की परियोजना है जो 6 साल में पूरी होगी।
इसमें से 2737 करोड़ रुपये विश्व बैंक द्वारा और 1166 करोड़ रुपये यूपी सरकार द्वारा खर्च किए जाएंगे। इस परियोजना के अंतर्गत, मार्केट सपोर्ट सिस्टम स्थापित किया जाएगा ताकी किसान अपनी फसल का सही मूल्य पा सकें और प्रमुख फसलों की उत्पादन और गुणवत्ता बढ़ सके। इसके लिए किसानों को उच्च दक्षता के लिए प्रशिक्षण भी दिया जाएगा। इसके साथ ही, इन क्षेत्रों में कृषि क्षेत्र के लिए एक अलग विशेष आर्थिक क्षेत्र (SEZ) बनाने का प्रस्ताव भी दिया गया है।
गांव के युवा बनेंगे उद्यमी
योगी कैबिनेट ने जल शक्ति विभाग के लिए विन्ध्या क्षेत्र में दो सिंचाई परियोजनाओं को भी मंजूरी दी है। इनमें सोनभद्र जिले में कनहर सिंचाई परियोजना के लिए डुधी तहसील में नहर प्रणाली के निर्माण की मंजूरी दी गई है।
इसके अलावा, सोनभद्र जिले में कनहर नदी सिंचाई परियोजना के दूसरे चरण की संशोधित लागत को भी स्वीकृति दी गई है। इससे डुधी और ओबरा के 108 गांवों के 53 हजार किसानों को सिंचाई सुविधा मिलेगी। साथ ही, लगभग 2 लाख लोगों को पेयजल की सुविधा भी प्रदान की जाएगी।
योगी सरकार ने ग्राम युवाओं के बीच उद्यमिता विकास के लिए MSME विभाग के जरिए मुख्यमंत्री युवा उद्यमी विकास अभियान शुरू करने का निर्णय लिया है। कैबिनेट ने इस अभियान को शुरू करने के लिए MSME विभाग द्वारा प्रस्तुत प्रस्ताव को मंजूरी दी है।
इसके तहत, 1 लाख युवाओं को हर साल 5 लाख रुपये के ब्याज-मुक्त ऋण देकर सूक्ष्म उद्योग के इकाइयाँ स्थापित करने का लक्ष्य रखा गया है। इसमें rural youth को प्राथमिकता दी जाएगी।
इस अभियान के तहत, सामान्य श्रेणी के युवाओं को उद्यम की कुल लागत का 15 प्रतिशत राशि बतौर मार्जिन मनी अदा करनी होगी। जबकि पिछड़ी जाति के युवाओं को 12.5 प्रतिशत और अनुसूचित जाति तथा जनजाति के युवाओं को 10 प्रतिशत मार्जिन मनी देनी होगी। इस योजना का लाभ उठाने वाले युवाओं के लिए न्यूनतम शैक्षणिक योग्यता आठवीं से लेकर बारहवीं तक होनी चाहिए।
बायोप्लास्टिक उद्योग नीति लागू होगी
योगी कैबिनेट द्वारा मंजूरी दी गई अन्य प्रस्तावों में यूपी को प्लास्टिक प्रदूषण से मुक्त करने के लिए बायोप्लास्टिक उद्योग नीति बनाने के प्रस्ताव को मंजूरी दी गई। इसके तहत, अयोध्या में बायोप्लास्टिक यूनिट स्थापित की जाएगी। इसमें प्लास्टिक कचरा प्रबंधन शामिल होगा।
इसके अलावा, कैबिनेट ने Bundelkhand एक्सप्रेस वे के दोनों ओर सोलर पार्क स्थापित करने की मंजूरी भी दी है। इसके लिए लगभग 1500 हेक्टेयर भूमि यूपीईडीए द्वारा उपलब्ध कराई जाएगी। इसके साथ ही, कैबिनेट ने सूचना प्रौद्योगिकी को उद्योग का दर्जा देने के प्रस्ताव को भी मंजूरी दी है।

The mandatory educational qualification of the youth wishing to avail the benefit of this scheme should be from 8th to 12th.
Bio plastic industry policy will be implemented
Other proposals approved by the Yogi Cabinet also include approval of the proposal to make Bioplastic Industry Policy to free UP from plastic pollution. Under this, bio-plastic unit has been set up in Ayodhya. This will involve plastic waste management.
