पंजाब के मुख्यमंत्री भगवंत मान ने राज्य के लिए एक नई कृषि नीति बनाने को मंजूरी दे दी है। कहा जा रहा है कि यह कृषि नीति राज्य की कृषि आधारित अर्थव्यवस्था को मजबूत करेगी। सरकारी बयान में कहा गया है कि नई नीति का लक्ष्य राज्य के किसानों की भलाई सुनिश्चित करना है। इसके अलावा, इस नई कृषि नीति से राज्य में खाद्य उत्पादन को भी बढ़ावा मिलेगा।
मुख्यमंत्री मान के निवास पर 3 अक्टूबर, गुरुवार को एक बैठक हुई जिसमें नई कृषि नीति पर निर्णय लिया गया। बैठक के बाद मुख्यमंत्री के प्रवक्ता ने कहा कि पारंपरिक खेती के दिन समाप्त हो रहे हैं, इसलिए राज्य के लिए ऐसी कृषि नीति बनाना आवश्यक है जो खेती को नई जीवन शक्ति दे।
सरकार ने क्या कहा?
प्रवक्ता ने कहा कि सरकार सोचती है कि भूजल को भविष्य की पीढ़ियों के लिए बचाना चाहिए और कृषि को लाभप्रद बनाना चाहिए। प्रवक्ता ने कहा कि नई कृषि नीति के लिए सभी पक्षों की राय लेना महत्वपूर्ण है। सभी के विचारों को ध्यान में रखा जाना चाहिए।
इसके अलावा, पंजाब कैबिनेट ने राज्य की वार्षिक आय को 2,400 करोड़ रुपये से बढ़ाकर 3,000 करोड़ रुपये करने के लिए कुछ प्रस्तावों को मंजूरी दी है। इसके लिए, डीजल और पेट्रोल पर वैट में क्रमशः 92 पैसे और 0.61 पैसे की बढ़ोतरी की गई है। बयान में कहा गया है कि इसके अलावा, सरकार ने 7 kW से अधिक लोड वाले बिजली उपभोक्ताओं को दी जाने वाली सब्सिडी को समाप्त करने का भी निर्णय लिया है।

पंजाब कैबिनेट ने यह भी मंजूरी दी कि वह ओटीएस III के दायरे का विस्तार करेगा ताकि जितने संभव हो सके अधिकतम व्यापारियों को लाभ मिले। इसके अलावा, यह नई शिक्षा नीति शुरू करने के लिए भी सहमति दी, जो कौशल और तकनीकी आधारित शिक्षा पर जोर देगी। “यह युवाओं के लिए रोजगार के नए अवसर खोलने में मदद करेगा, जिससे वे पंजाब के सामाजिक-आर्थिक विकास का एक अहम हिस्सा बन सकें,” बयान में कहा गया।
व्यापारी वाहनों और ऑटो रिक्शा के मालिकों को एक बड़ा राहत देते हुए, कैबिनेट ने हर तिमाही कर भुगतान की प्रक्रिया को समाप्त करने को भी मंजूरी दी। पुराने वाणिज्यिक वाहनों के मालिक अब अपने वाहनों का एकमुश्त कर वार्षिक रूप से जमा कर सकते हैं, जिससे उनका समय, पैसा और ऊर्जा बचेगी। बयान के अनुसार, “ऐसे नए वाहनों के खरीदारों को चार वर्ष या आठ वर्ष के लिए इस कर का भुगतान करने का विकल्प दिया गया है, जिससे उन्हें 10 प्रतिशत या 20 प्रतिशत की छूट मिलेगी।”

Giving a big relief to the owners of goods vehicles and auto rickshaws, the cabinet has also approved to abolish the process of paying tax after every quarter. Owners of these old commercial vehicles can now deposit the lump sum tax of their vehicles annually, which will save their time, money and energy. According to the statement, “Buyers of such new vehicles have been given the option to pay this tax for four years or eight years, which will give them a rebate of 10 percent or 20 percent.”
