कृषि विभाग ने हरियाणा के करनाल में पराली जलाने को लेकर कड़े कदम उठाए हैं। यहाँ, कृषि विभाग ने 38 किसानों को अगले दो मौसमों के लिए मंडियों में न्यूनतम समर्थन मूल्य (MSP) पर अपनी उपज बेचने से प्रतिबंधित कर दिया है। हाल ही में कृषि विभाग द्वारा एक आदेश जारी किया गया था, जिसके तहत यह कार्रवाई की गई है। एक हालिया सर्कुलर में कृषि विभाग ने कहा कि जिन किसानों को खेतों में पराली जलाते हुए पकड़ा जाएगा, उनके खिलाफ FIR भी दर्ज कराई जाएगी और उन्हें मंडियों में MSP पर अपनी उपज बेचने से भी रोका जाएगा। यह सर्कुलर कृषि विभाग के निदेशक द्वारा जारी किया गया था। इसके बाद करनाल में 38 किसानों के खिलाफ यह कार्रवाई की गई।

सर्कुलर में आदेश दिया गया था कि पराली जलाने वाले किसानों के खिलाफ e-Mandi पोर्टल पर एक रेड एंट्री दर्ज की जाएगी, जिससे वे अपने उत्पाद को बाजार में नहीं बेच पाएंगे। इसी आधार पर ‘मेरी फसल मेरा ब्योरा’ (MFMB) पोर्टल पर 38 किसानों की रेड एंट्री दर्ज की गई है। इसके परिणामस्वरूप, ये सभी किसान e-पर्चेज पोर्टल पर MSP पर अपनी उपज नहीं बेच सकेंगे।

अधिकारियों के लिए निर्देश

पराली जलाने के अलावा FIR और रेड एंट्री के संबंध में लापरवाह अधिकारियों के खिलाफ कड़ी सख्ती दी गई है। अधिकारियों को निगरानी का कार्य सौंपा गया है ताकि किसान किसी भी क्षेत्र में पराली न जलाएं। इसके लिए किसानों को पराली जलाने के नुकसान के बारे में जानकारी देने और CRM मशीनों के उपयोग को प्रोत्साहित करने की जिम्मेदारी दी गई है।

करनाल के कृषि विभाग के उप निदेशक, डॉ. वजीर सिंह ने ‘द ट्रिब्यून’ को बताया कि अब तक 9 FIR दर्ज की जा चुकी हैं और MFMB पोर्टल पर किसानों की रेड एंट्री दर्ज की गई है। सैटेलाइट डेटा के अनुसार, अब तक 67 सक्रिय आग के स्थान (AFLs) की रिपोर्ट हुई है, जिनमें से 10 मामलों में आग नहीं पाई गई, जबकि 10 को आकस्मिक आग के रूप में पाया गया। एक मामला जिले के बाहर दर्ज किया गया। कुल 39 किसानों पर पराली जलाने के नियमों के उल्लंघन के लिए 1,07,500 रुपये का जुर्माना लगाया गया है।

कृषि विभाग ने क्या कहा?

कृषि उप निदेशक (DAA) ने कहा कि करनाल तहसील क्षेत्र में 11 किसानों पर 27,500 रुपये का जुर्माना लगाया गया, इंद्री तहसील में 8 किसानों पर 22,500 रुपये, निलोखेरी तहसील में 2 किसानों पर 7,500 रुपये, घरौंडा क्षेत्र में 11 किसानों पर 30,000 रुपये, बल्ला क्षेत्र में एक किसान पर 2,500 रुपये, असंध तहसील में 2 किसानों पर 7,500 रुपये और निसिंग क्षेत्र में 4 किसानों पर 10,000 रुपये का जुर्माना लगाया गया।

डॉ. सिंह ने कहा, “हमने पराली जलाने की घटनाओं की जांच करने और किसानों में जागरूकता बढ़ाने के लिए 550 सदस्यीय टीम बना दी है, जिसमें कृषि, राजस्व और पंचायत विभाग के कर्मचारी शामिल हैं।” करनाल के डीसी उत्तम सिंह ने कहा कि पराली जलाने की घटनाओं को रोकने में लापरवाह अधिकारियों के खिलाफ भी कड़ी कार्रवाई की जाएगी।

The result of this will be that all these farmers will not be able to sell their produce at MSP on the e-purchase portal.

instructions to officials

Apart from FIR and red entry on stubble burning, strict instructions have been given to those officers who are found negligent in their duty. Officials have been given the task of monitoring so that farmers do not burn stubble in any area. For this, the responsibility has been given to farmers to tell them about the disadvantages of stubble burning and to encourage them to use CRM machines.

Karnal Deputy Director, Agriculture Department, Dr. Wazir Singh told ‘The Tribune’ that so far 9 FIRs have been registered and red entries of farmers have been registered on the MFMB portal. According to satellite data, 67 active fire locations (AFLs) have been reported so far, of which 10 cases were not found, while 10 were found to be accidental fires. One case was registered outside the district. A total of 39 farmers have been fined Rs 1,07,500 for violating stubble burning rules.

What did the Agriculture Department say?

Deputy Director, Agriculture (DAA) said that Rs 27,500 was imposed on 11 farmers in Karnal tehsil area, Rs 22,500 on eight farmers in Indri tehsil area, Rs 7,500 on two farmers in Nilokheri tehsil area, Rs 30,000 on 11 farmers in Gharaunda area, Ballah. A fine of Rs 2,500 has been imposed on one farmer in the tehsil area, Rs 7,500 on two farmers in the Assandh tehsil and Rs 10,000 on four farmers in the Nissing area.

DDA, Dr Singh said, “We have expanded our teams to investigate incidents of stubble burning and raise awareness among farmers by forming a team of 550 members, including employees of agriculture, revenue and panchayat departments.” Karnal DC Uttam Singh said that strict action will also be taken against officials who are negligent in preventing incidents of stubble burning.
