दिल्ली और उसके आस-पास के राज्यों पंजाब और हरियाणा में धान की कटाई के बाद फसलों की बची-बुची पत्तियों (स्टबल) के कारण वायु गुणवत्ता की स्थिति बहुत बिगड़ जाती है। इस समस्या को लेकर सुप्रीम कोर्ट ने स्टबल जलाने पर रोक लगा दी है। हाल ही में सुप्रीम कोर्ट ने पंजाब और हरियाणा के अधिकारियों को फसल जलाने के मामले रोकने में लापरवाही के लिए फटकार लगाई थी। इसके बाद स्टबल जलाने के खिलाफ तेजी से कार्रवाई की जा रही है। इसी क्रम में कृषि विभाग ने अम्बाला के 42 किसानों पर 1.05 लाख रुपये का जुर्माना लगाया है और 35 किसानों के खिलाफ रिकॉर्ड में ‘रेड एंट्री’ दर्ज की गई है।

अम्बाला के कृषि उपनिदेशक, डॉ. जसविंदर सांई ने कहा कि धान की भूसी जलाने वाले किसानों के खिलाफ कार्रवाई की जा रही है। टीमें गांव-गांव जाकर किसानों से स्टबल न जलाने और स्टबल प्रबंधन के लिए सरकारी सहायता लेने की अपील कर रही हैं। पिछले दो दिनों में खेतों में किसी नई आगजनी की घटना नहीं हुई है। हालाँकि, कुछ क्षेत्रों में स्टबल जलाने की घटनाओं के बाद लापरवाह रहे तीन अधिकारियों को निलंबित कर दिया गया है।

किसान संगठनों ने जताया विरोध

इस बीच, भारतीय किसान यूनियन (शहीद भगत सिंह) के बैनर तले कई किसानों ने उप जिला आयुक्त पार्थ गुप्ता से मुलाकात की। किसानों ने स्टबल जलाने के मामले में दर्ज FIR और फसल पोर्टल पर किए गए रेड एंट्री को रद्द करने की मांग करते हुए एक ज्ञापन सौंपा। भारतीय किसान यूनियन (SBS) के जिला अध्यक्ष गुरमीत सिंह ने किसानों के खिलाफ की जा रही कार्रवाई पर सरकार को निशाना बनाया।

उन्होंने कहा कि सरकार किसानों को लक्षित कर जुर्माने, FIR और रेड एंट्री लगाने में लगी हुई है। किसानों के पास स्टबल जलाने के अलावा और कोई विकल्प नहीं है। सरकार ने किसानों को उचित मशीनरी प्रदान नहीं की है। उन्होंने कहा कि प्रदूषण फैलाने वाले उद्योगों के खिलाफ कोई कार्रवाई नहीं की जाती। सरकार को किसानों के खिलाफ दर्ज FIR और रेड एंट्री को रद्द करना चाहिए।

The condition of air quality in the country’s capital Delhi and its neighboring states Punjab and Haryana becomes quite dire due to pollution caused by stubble. For this, the Supreme Court has banned burning of stubble. Recently, the Supreme Court had reprimanded the officials of Punjab and Haryana for not stopping these incidents and not taking action against the violating farmers, after which swift action is being taken against stubble burning. In this sequence, the Agriculture Department has imposed a fine of Rs 1.05 lakh on 42 farmers of Ambala and red entry has been registered against 35.

According to the report of ‘The Tribune’, an FIR has been registered against two farmers for burning stubble in Naggal and Barara areas. According to the report, the Agriculture Department has identified 82 actively burning stubble burning places, out of which stubble burning has been confirmed at 46 places, while no stubble burning activity was found at 36 places. Apart from this, 35 red entries have been registered on ‘Meri Fasal Mera Byora’ portal against farmers burning stubble. Now these farmers will not be able to sell their crops on government MSP for two years.

Teams roaming from village to village

Ambala Deputy Director of Agriculture, Dr. Jaswinder Saini has given a statement that action is being taken against the farmers who burn paddy straw. Teams are roaming from village to village asking farmers to avoid burning stubble and avail government help for stubble management. No new incidents of fire in fields have been reported in the last two days. However, after incidents of stubble burning in many fields in some areas came to light, three officers who were negligent have been suspended.

Farmer organizations expressed protest

At the same time, under the banner of Bharatiya Kisan Union (Shaheed Bhagat Singh), many farmers met Deputy Commissioner Partha Gupta. The farmers submitted a memorandum to the officer demanding cancellation of the FIR registered against the farmers burning stubble and the red entry registered on the crop portal. Here, District President of Bharatiya Kisan Union (SBS) Gurmeet Singh targeted the government for the action being taken against farmers.

He said that the government is targeting farmers by imposing fines, registering FIRs and red entries on the crop portal. Farmers have no other option except burning stubble. The government has failed to provide adequate machinery to the farmers. He said that no such action is taken against polluting industries. The government should cancel the FIR and red entry registered against the farmers.
