Ukraine has launched an export guarantee process for agricultural goods to combat the shadow market
Kyiv, October 30 (Interfax) – The Ukrainian government has initiated an export guarantee process during the period of martial law, which will apply to various agricultural products, including grains, vegetable oils, press cake, nuts, and honey, as reported by the economy ministry.
“According to the Bureau of Economic Security and the State Tax Service, in less than eight months this year, over 5 million tons of agricultural products valued at more than 50 billion UAH have been exported. This indicates that foreign currency earnings are not being returned. Thus, to reduce violations of Ukrainian law during the export of certain types of goods, bring a significant part of the economy out of the shadow, and increase state budget revenues, the government is starting an export guarantee process for certain categories of agricultural products,” said Taras Kakka, Deputy Minister of Economy and Trade Representative.
The ministry stated that the export guarantee process specifies that goods can only be exported by registered VAT payers.
Additionally, minimum export prices will be set for goods under the export guarantee, and the difference between the actual and customs value of the goods cannot be negative.
The directive states that the National Bank, State Tax Service, and State Customs Service will share information to monitor and control compliance by exporters.
The government has also established principles for filling out tax invoices, which must be registered with a unified register.
The export guarantee process will apply to products listed in Article 192 of the law on international economic activities, specifically honey, nuts, wheat, and the mix of wheat and rye (müsli), rye, barley, oats, corn, soybeans, rapeseed, sunflower seeds, sunflower and soybean oils, and press cake.
This directive will take effect after 30 days, following the necessary adjustments and enactments of regulations to amend the Ukrainian Tax Code and other laws regarding the specifics of exporting certain products during martial law, ensuring the organization of information processing and communication in central government bodies.
