हरियाणा के कृषि और किसान कल्याण मंत्री श्याम सिंह राणा ने डाइ अमोनियम फॉस्फेट (DAP) से संबंधित सवाल का जवाब देते हुए कहा कि राज्य सरकार सभी प्रकार के उर्वरकों की व्यवस्था करने और किसानों की जरूरतों के अनुसार उनकी उचित वितरण करने में सक्षम है। उन्होंने बताया कि भारत सरकार मौसम और महीने के अनुसार उर्वरकों की जरूरत का आकलन करती है और एक योजना तैयार कर संबंधित राज्य को भेजती है। हरियाणा का कृषि और किसान कल्याण विभाग भी यूरिया, DAP और अन्य उर्वरकों की रोज़ाना की मांग, आपूर्ति, बिक्री और स्टॉक की स्थिति की निगरानी करता है। भारत सरकार हर मंगलवार को वीडियो कांफ्रेंसिंग के माध्यम से राज्य के साथ उर्वरक आपूर्ति योजना की समीक्षा करती है।

कृषि मंत्री ने सदन में जानकारी देते हुए बताया कि पिछली Rabi सत्र में नूह जिले में 1 अक्टूबर से 15 नवम्बर 2023 के बीच DAP की खपत 2680 मीट्रिक टन थी। वर्तमान Rabi सत्र में 1 अक्टूबर 2024 से 15 नवंबर 2024 के बीच DAP की उपलब्धता 435 मीट्रिक टन है। इस जिले में 1 अक्टूबर 2024 से अब तक DAP की खपत 3909 मीट्रिक टन है और 16 नवंबर 2024 के अनुसार नूह जिले में वर्तमान स्टॉक 442 मीट्रिक टन है।
किसान की आत्महत्या पर सवाल
कृषि और किसान कल्याण मंत्री ने बताया कि झिंद जिले के नरवाना के भूखेवाला गाँव में राम भगत ने 6 नवंबर 2024 को कीटनाशक पीकर आत्महत्या की। राजस्व रिकॉर्ड के अनुसार, मृतक राम भगत के नाम पर कोई भूमि नहीं है। लेकिन उनके पिता कीदरसिंह के नाम पर 3 कनाल कृषि भूमि और 125 गज़ का गैर-उपयोगी भूमि है। राम भगत, कीदरसिंह के पुत्र, “मेरी फसाल मेरा ब्योरा” पोर्टल पर दर्ज नहीं हैं। उन्होंने बताया कि गाँव भूखेवाला डाणा पैक का है। 1 अक्टूबर 2024 से 12 नवंबर 2024 के बीच डाणा पैक को कुल 3293 DAP थैलियां सप्लाई की गई थीं। 1 नवंबर 2024 से 6 नवंबर 2024 के बीच कम से कम 1200 DAP थैलियां उपलब्ध थीं। 6 नवंबर 2024 को आत्महत्या के समय 1224 DAP थैलियां उपलब्ध थीं और उस दिन 600 से अधिक थैलियां बेची गई थीं। पुलिस में दर्ज रिपोर्ट के अनुसार, उनके मामा सतीबीर सिंह ने बताया कि राम भगत मानसिक रूप से परेशान थे। ऐसे में, राम भगत की आत्महत्या का कारण DAP की उपलब्धता नहीं थी।

Haryana Agriculture and Farmers Welfare Minister Shyam Singh Rana, while answering the question related to DAP, said that the state government is administratively capable of making arrangements for all types of fertilizers in the state and their proper distribution as per the needs of the farmers. He told that the Government of India assesses the season-wise and month-wise requirements of fertilizers and prepares a plan and sends it to the concerned state. The Agriculture and Farmers Welfare Department of Haryana also monitors the requirements, supplies, sales and stock position of urea, DAP and other fertilizers daily. The Government of India also reviews the supply plan with the state, including fertilizer suppliers, every Tuesday through video conferencing.
The Agriculture and Farmers Welfare Minister said that the sowing of oilseed crops is almost over and the sowing of wheat is in full swing. Phosphatic fertilizers are applied/drilled in during sowing and urea is generally used as a spray in the crops. Last year, the sale of DAP in Rabi season was 2 lakh 30 thousand metric tonnes and similar sales are expected in the current Rabi season 2024-25.
Details of fertilizer distribution in Haryana
The Government of India has allocated 2 lakh 60 thousand metric tonnes of DAP for the current Rabi season 2024-25. DAP’s allocation for October and November 2024 is 2 lakh 25 thousand metric tons. At the beginning of Rabi season this year, the state had a stock of 54,000 metric tonnes and till 16 November 2024, one lakh 52 thousand metric tonnes of DAP has been received from the Government of India. Thus, so far 2 lakh 6 thousand metric tons of DAP fertilizer has been made available to the state, out of which 1 lakh 86 thousand metric tons has been consumed till November 15, 2024. During the same period last year, 1 lakh 65 thousand metric tonnes of DAP was consumed. It is clear from this that the consumption during the same period this year has been higher as compared to last year. 21,000 metric tonnes of DAP is still available in the districts.

He said that the farmers of the state are not only dependent on DAP, but also use NPK and Single Super Phosphate (SSP) fertilizers as per their choice to grow Rabi crops. To ensure complete nutrients to the crop, these fertilizers have also been made available to the farmers of the state. He told that at the beginning of Rabi season, stock of 43,000 metric tons of NPK was available. A quantity of 28,000 metric tons of NPK has been received from October 1 to November 15, 2024. Similarly, at the beginning of the Rabi season, a stock of 80,000 metric tonnes of Single Super Phosphate (SSP) was available. A quantity of 14,000 metric tons of Single Super Phosphate (SSP) has been received from October 1 to November 15, 2024. Thus, the total availability of Single Super Phosphate (SSP) fertilizers is 94,000 MT, out of which 25,000 MT has been consumed and 69,000 MT Single Super Phosphate (SSP) is still available in the State.

While giving information in the House, Shyam Singh Rana said that during the last Rabi season in Nuh district, the consumption of DAP from October 1 to November 15, 2023 was 2680 metric tons. The availability of DAP during the current Rabi season from October 1, 2024 to November 15, 2024 is 435 MT. The consumption of DAP in this district from October 1, 2024 till now is 3909 metric tons and as on November 16, 2024, the current stock in Nuh district is 442 metric tons.
Question on farmer’s suicide
Agriculture and Farmers Welfare Minister said that there is a question of suicide of Rambhagat, village Bhikhewala, tehsil Narwana, district Jind. He committed suicide by drinking pesticide on 6 November 2024. According to revenue records, there is no land in the name of deceased Ram Bhagat. But his father Kidar Singh has 3 Kanals of agriculture and 125 yards of non-possible land in his name. Ram Bhagat s/o Kidar Singh is not registered on “Meri Fasal Mera Byora” (MFMB) portal. He also told that the village Bhikhewala belongs to Danauda pack. A total of 3293 DAP bags have been supplied to Danuda Pax from 1 October 2024 to 12 November 2024. At least 1200 bags of DAP were available from 01 November 2024 to 06 November 2024. Sometimes more than 1500 bags were available. He told that on 6 November 2024, when Shri Ram Bhagat committed suicide, 1224 bags of DAP were available and more than 600 bags were sold on that day. He told that according to the report lodged in Uklana police station on 7 November 2024, his maternal uncle, Satbir Singh, village Kapdo, district Hisar has told that Rambhagat was mentally disturbed. In such a situation, the reason for Rambhagat’s suicide is not the unavailability of DAP.
