देश के बाजारों में गेहूं की कीमतें तेज़ी से बढ़ रही हैं। यहां तक कि ग्रामीण क्षेत्रों में इसके भाव 25 रुपये प्रति किलो तक पहुँच गए हैं। शहरी क्षेत्रों में ये कीमतें और भी अधिक हो गई हैं। हाल की प्रवृत्तियों पर नजर डालें तो यह पता चलता है कि गेहूं की मांग बढ़ी है जबकि आपूर्ति कम है। इस अंतर के कारण गेहूं की कीमतें आसमान छू गई हैं। तीसरा बड़ा कारण यह बताया जा रहा है कि सरकार के भंडारों से गेहूं का न रिलीज़ होना है। समाचार एजेंसी रॉयटर्स ने उद्योग के अधिकारियों के हवाले से रिपोर्ट में कहा है कि वर्तमान में सरकार अपने गोदामों से गेहूं की सप्लाई नहीं कर रही है, जिससे बाजार में गेहूं की आपूर्ति पर असर पड़ा है। यही भी कीमतों के बढ़ने का एक बड़ा कारण है।

इस महंगाई का असर समग्र खुदरा महंगाई दर पर भी दिख रहा है। अक्टूबर के महीने में यह महंगाई दर पिछले 14 महीनों के रिकॉर्ड को पार कर गई है। इस महंगाई में खाद्य वस्तुओं की बढ़ी कीमतों का प्रमुख प्रभाव देखा जा रहा है। गेहूं के अलावा, सब्जियों की बढ़ती कीमतों ने महंगाई की दर को ऊंचाई पर पहुंचा दिया है। आलू और प्याज सब्जियों में प्रमुख भूमिका निभा रहे हैं, जबकि कुछ दिन पहले टमाटर ने भी रिकॉर्ड तोड़ा था।

गेहूं की कीमतों में बढ़ोतरी के कारण

बाजार में सप्लाई सीमित है और स्टॉकिस्ट कम कीमत पर गेहूं छोड़ने के लिए तैयार नहीं हैं, मिल के मालिक प्रामोद कुमार ने रॉयटर्स को बताया। “अगर सरकार स्टॉक रिलीज़ करना शुरू कर दे, तो सप्लाई में सुधार होगा और कीमतें गिरेंगी, जैसा कि पिछले साल हुआ था।” सितंबर में, सरकार ने व्यापारियों और मिलरों के लिए गेहूं के स्टॉक की सीमाएँ कम कर दीं ताकि सप्लाई बढ़ सके और कीमतों को नियंत्रित किया जा सके। हालांकि, इसका असर ज्यादा नहीं दिखा।

पिछले साल सरकार ने जून में अपने स्टॉक से गेहूं बेचना शुरू किया था और तब से मार्च 2024 तक, उसने रिकॉर्ड लगभग 100 लाख टन गेहूं बेचा। इससे जैसे आटा मिल और बिस्किट निर्माता जैसे बड़े खरीदारों को सस्ती कीमतों पर सप्लाई मिली। “सरकार के पास भी अब सामान्य से कम स्टॉक है, इसलिए उसने बिक्री में देरी की है,” डीलर ने कहा। नवंबर की शुरुआत में राज्य के गोदामों में गेहूं का स्टॉक लगभग 220 लाख टन था, जो पिछले साल के 210 लाख टन से थोड़ा अधिक है, लेकिन पिछले पांच साल के औसत 320 लाख टन से काफी कम है।

Why are wheat prices increasing?

Supply in the market is limited and stockists are unwilling to release wheat at lower prices, flour mill owner Pramod Kumar told Reuters. “If the government starts releasing stocks, supply will improve and prices will come down, as happened last year.” In September, the government reduced wheat stock limits for traders and millers to help increase wheat supply and control prices. However, its effect was not seen much.

Despite such restrictions, the wheat rate in Indore, Madhya Pradesh was recorded at around Rs 30,000 ($355.64) per metric ton, whereas in April this price was Rs 24,500. At these places, wheat prices were recorded higher than the MSP of Rs 22,750 per metric tonne declared by the government for the last season’s crop.

Less hope for price fall

A Mumbai-based dealer said traders expect prices to rise further as the new season’s crop is not expected to hit the market until March. “Bulk buyers are feeling the pressure as they have to buy to keep their businesses running. The government should immediately start releasing stocks, otherwise prices will rise further.” The businessman said this.

Last year, the government started selling wheat from its stock in June and between then and March 2024, it sold a record nearly 100 lakh tonnes of wheat from the stock. This helped bulk buyers like flour millers and biscuit manufacturers to get supplies at cheaper prices. “The government also has less stock than usual, which is why it is delaying the sale,” the dealer said. Wheat stocks in state warehouses at the beginning of November stood at about 220 lakh tonnes, slightly more than last year’s 210 lakh tonnes, but well below the five-year average of 320 lakh tonnes.
