शुक्रवार को, नामीबिया ने कटिमा मुलिलो सुधार सुविधा में एक कृषि परियोजना के उद्घाटन के साथ खाद्य सुरक्षा में सुधार और जेल में सजा काट रहे अपराधियों के पुनर्वास की दिशा में एक अभिनव कदम उठाया।

ज़म्बेजी क्षेत्र में स्थित इस परियोजना का उद्देश्य निष्क्रिय कटिमा फार्म को खाद्य-उत्पादक सुधार सुविधा में पुन: उपयोग करना है, जो देश की सुधार प्रणाली और कृषि क्षेत्र दोनों के लिए एक महत्वपूर्ण मील का पत्थर है।

उप प्रधान मंत्री और निर्माण एवं परिवहन मंत्री, जॉन मुटोरवा ने कार्यक्रम में बोलते हुए परियोजना की परिवर्तनकारी क्षमता पर जोर दिया।

उन्होंने कहा, “यह सुविधा न केवल सजा काट रहे व्यक्तियों को एक सुरक्षित वातावरण प्रदान करेगी बल्कि हमारे देश की खाद्य सुरक्षा में योगदान देने के लिए भोजन उत्पादन में भी महत्वपूर्ण भूमिका निभाएगी।”

उन्होंने कहा कि यह परियोजना सुधारात्मक सुविधाओं को उत्पादक केंद्रों में परिवर्तित करने की सरकार की प्रतिबद्धता को मजबूत करती है जो राष्ट्रीय विकास लक्ष्यों, विशेष रूप से खाद्य सुरक्षा पहलों का समर्थन करते हैं।

“नई सुविधा का निर्माण चरणों में किया जाएगा, जिसकी शुरुआत बाड़ लगाने, मौजूदा बुनियादी ढांचे के पुनर्वास और सिंचाई प्रणालियों की स्थापना से होगी। पूरा होने पर, फार्म में लगभग 420 हेक्टेयर कृषि योग्य भूमि पर खेती होने की उम्मीद है, जिसमें मक्का, गेहूं और सूरजमुखी जैसी आवश्यक फसलों के साथ-साथ विभिन्न प्रकार के फलों और सब्जियों पर ध्यान केंद्रित किया जाएगा।”

मुटोरवा के अनुसार, यह सुविधा मक्के को मक्के के भोजन में और सूरजमुखी को खाना पकाने के तेल में भी संसाधित करेगी, जिससे उत्पादित फसलों का मूल्य और बढ़ जाएगा।

“निर्माण चरण से लेकर इसके अंतिम संचालन तक, यह परियोजना स्थानीय निवासियों के लिए रोजगार के कई अवसर पैदा करेगी। परियोजना से कुशल और अकुशल दोनों प्रकार के श्रमिकों को लाभ होगा। मुटोरवा ने कहा, स्थानीय आपूर्तिकर्ताओं और ठेकेदारों की भी मांग बढ़ेगी, जिससे क्षेत्र की अर्थव्यवस्था को और बढ़ावा मिलेगा।

मुटोरवा के अनुसार, खाद्य सुरक्षा और रोजगार सृजन को संबोधित करने के अलावा, सुविधा की कृषि गतिविधियां बाहरी खाद्य आपूर्तिकर्ताओं पर सुधारात्मक सेवा की निर्भरता को कम करने में मदद करेंगी, जिससे लागत कम होगी और अधिक टिकाऊ संचालन सुनिश्चित होगा।

उन्होंने कहा, “हालांकि, चुनौतियाँ अभी भी बनी हुई हैं, जैसे कि कीट संक्रमण और प्रतिकूल मौसम की स्थिति जैसी कृषि संबंधी बाधाओं को दूर करने के लिए सिंचाई प्रणालियों और भंडारण सुविधाओं में सुधार की आवश्यकता।”

मुटोरवा ने कहा कि खाद्य उत्पादन और कैदी पुनर्वास दोनों के लिए एक उपकरण के रूप में कृषि का लाभ उठाकर, इस सुविधा का उद्देश्य देश और क्षेत्र के लिए दीर्घकालिक लाभ पैदा करना है, जिससे नामीबिया की खाद्य सुरक्षा लक्ष्यों को पूरा करने और अपने नागरिकों के जीवन में सुधार करने की क्षमता में वृद्धि होगी।

गृह मामलों, आप्रवासन, सुरक्षा और सुरक्षा मंत्री डॉ. अल्बर्ट कवाना ने भी कार्यक्रम में बात की और कहा कि ऐसी परियोजनाएं अपराध की रोकथाम और रोजगार सृजन सहित व्यापक सामाजिक-आर्थिक चुनौतियों का समाधान करने में महत्वपूर्ण भूमिका निभाती हैं।

कवाना ने कहा कि सुधार सुविधा की कृषि पहल राष्ट्रीय विकास योजनाओं के साथ संरेखित होती है और कैदियों को कृषि कौशल प्रदान करके व्यापक पुनर्वास लक्ष्यों में योगदान करती है।

मंत्री ने कहा कि कटिमा मुलिलो सुधार सुविधा ज़म्बेजी क्षेत्र के लिए व्यापक आर्थिक लाभ पैदा करेगी।

On Friday, Namibia took an innovative step towards improving food security and rehabilitating incarcerated individuals with the launch of an agricultural project at the Katima Mulilo Correctional Facility.

This project, located in the Zambezi region, aims to transform the inactive Katima Farm into a productive agricultural facility, marking a significant milestone for the country’s correctional system and agricultural sector.

During the event, Deputy Prime Minister and Minister of Works and Transport, John Mutorwa, emphasized the project’s transformative potential.

He stated, “This facility will not only provide a safe environment for inmates but will also play a crucial role in contributing to our country’s food security through food production.”

Mutorwa expressed that this initiative reinforces the government’s commitment to converting correctional facilities into productive centers that support national development goals, especially in food security.

“The construction of the new facility will occur in phases, beginning with fencing, rehabilitation of existing infrastructure, and the establishment of irrigation systems. Once completed, the farm is expected to cultivate around 420 hectares of arable land, focusing on essential crops like maize, wheat, sunflowers, as well as various fruits and vegetables.”

According to Mutorwa, the facility will also process maize into meal and sunflowers into cooking oil, adding more value to the produced crops.

“From the construction phase to its full operation, this project will create numerous job opportunities for local residents, benefiting both skilled and unskilled workers. Local suppliers and contractors will also see increased demand, boosting the local economy,” said Mutorwa.

He added that, besides addressing food security and job creation, the agricultural activities at the facility would help reduce reliance on external food suppliers for correctional services, thus lowering costs and ensuring more sustainable operations.

However, Mutorwa noted that challenges remain, such as the need to improve irrigation systems and storage facilities to tackle agricultural issues like pest infestations and adverse weather conditions.

He explained that by utilizing agriculture as a tool for both food production and inmate rehabilitation, the facility aims to generate long-term benefits for the country and the region, enhancing Namibia’s capacity to meet its food security goals and improve the lives of its citizens.

During the event, Minister of Home Affairs, Immigration, Security, and Safety, Dr. Albert Kawana, also spoke, stating that projects like these play a vital role in addressing wider socio-economic challenges, including crime prevention and job creation.

Kawana noted that the agricultural initiative at the correctional facility aligns with national development plans and contributes to broader rehabilitation goals by equipping inmates with agricultural skills.

The minister concluded that the Katima Mulilo Correctional Facility will create significant economic benefits for the Zambezi region.
