अम्मान – तमकीन ने हाल ही में कृषि श्रमिकों के लिए बढ़े हुए अधिकारों की वकालत करने के लिए एक गठबंधन शुरू किया है, जिसका प्राथमिक लक्ष्य 2021 कृषि श्रम उपनियम के बारे में जागरूकता बढ़ाना है।

तमकीन ने कहा कि प्रधान मंत्रालय ने हाल ही में 2024 कृषि श्रम बाइलो में संशोधन को मंजूरी दे दी है, जिसका उद्देश्य कृषि क्षेत्र को आगे बढ़ाने और जॉर्डनियों के लिए रोजगार के अवसरों को बढ़ाने के आर्थिक आधुनिकीकरण विजन के लक्ष्य के साथ संरेखित करना है।

गठबंधन को तमकीन के चर्चा सत्र में पेश किया गया था जिसका शीर्षक था “कृषि श्रम बाइलो के कार्यान्वयन के बाद कृषि श्रमिकों की स्थिति और इसकी व्यावहारिक प्रभावशीलता।”

सत्र ने अद्वितीय कृषि संदर्भ में विनियमन के प्रभाव की समीक्षा की और श्रमिकों के सामने आने वाली चुनौतियों का समाधान किया।

तमकीन की कार्यकारी निदेशक लिंडा कलश ने गठबंधन को छोटे खेत मालिकों और कृषि श्रमिकों दोनों के लिए एक मंच के रूप में रेखांकित किया।

कलश ने कहा कि, एक दशक से अधिक समय बीत जाने के बावजूद, 2021 उपनियम एक सकारात्मक कदम है, जो कृषि श्रमिकों के लिए सुरक्षा बढ़ाने के लिए और संशोधनों की आवश्यकता पर बल देता है।

जल, कृषि और खाद्य उद्योग में श्रमिकों के जनरल यूनियन की अध्यक्ष बुशरा सलमान ने कृषि क्षेत्र के भीतर चुनौतियों पर प्रकाश डाला, विशेष रूप से अनियमित दैनिक और मौसमी श्रम में इसका विभाजन और जॉर्डन के श्रम कानून द्वारा कवर एक विनियमित खंड।

किसान संघ का प्रतिनिधित्व करते हुए, खावला तवलबेह ने कृषि को प्रभावित करने वाले आर्थिक और राजनीतिक दबावों पर प्रकाश डाला, जिसमें करों से किसानों पर अतिरिक्त बोझ पड़ता है।

तवलबेह ने जोर देकर कहा कि नियोक्ता और श्रमिक दोनों सार्वजनिक सुरक्षा के लिए जिम्मेदारी साझा करते हैं, और जबकि छोटे खेत मालिकों को आर्थिक तनाव का सामना करना पड़ता है, उन्हें श्रम कानूनों का पालन करना और सुरक्षित कामकाजी परिस्थितियों को सुनिश्चित करना आवश्यक है, क्योंकि श्रमिक उत्पादन के लिए आवश्यक हैं।

तवलबेह ने महिला श्रमिकों के लिए विशिष्ट मुद्दों पर भी प्रकाश डाला, जिसमें सुरक्षित परिवहन की कमी, अपर्याप्त स्वच्छता सुविधाएं, कुछ नियोक्ताओं से खराब उपचार और अपर्याप्त सुरक्षा उपाय शामिल हैं, उन्होंने खेतों पर नियामक निरीक्षण की कमी और मौजूदा क्षेत्र के नियमों के न्यूनतम प्रवर्तन के बारे में चिंता व्यक्त की।

श्रम मंत्रालय के केंद्रीय निरीक्षण निदेशालय के महा ग़रीब ने कहा कि मंत्रालय को 2023 में कृषि क्षेत्र से लगभग 130 शिकायतें मिलीं और कृषि सुविधाओं के 660 निरीक्षण किए, यह देखते हुए कि अधिक निरीक्षण की आवश्यकता है, लेकिन मंत्रालय के सीमित निरीक्षक कार्यबल, 160 और 180 के बीच हैं राष्ट्रव्यापी, इन प्रयासों को बढ़ाने के लिए एक चुनौती है।

Amman – Tamkeen has recently launched a coalition to advocate for increased rights for agricultural workers, with the primary goal of raising awareness about the 2021 Agricultural Labor Bill.

Tamkeen stated that the Prime Minister’s office has recently approved amendments to the 2024 Agricultural Labor Bill, which aims to align with the economic modernization vision that seeks to advance the agricultural sector and create more job opportunities for Jordanians.

The coalition was introduced during a discussion session by Tamkeen titled “The Status of Agricultural Workers and the Practical Effectiveness of Implementing the Agricultural Labor Bill.”

This session reviewed the impact of regulations in the unique agricultural context and addressed the challenges faced by workers.

Tamkeen’s Executive Director, Linda Kalsh, emphasized that the coalition provides a platform for both small farmers and agricultural workers.

Kalsh noted that despite more than a decade passing since its introduction, the 2021 bill represents a positive step in enhancing workers’ protections and highlights the need for further amendments.

Boushra Salman, President of the General Union of Workers in the Water, Agriculture, and Food Industry, highlighted the challenges within the agricultural sector, particularly the division related to irregular daily and seasonal labor and its coverage by Jordan’s labor laws.

Salman stated that the regulated sector, primarily focused on exports, helps ensure compliance with labor standards and fair practices through union agreements.

She also pointed out the challenges in the irregular sector, where daily wages often fluctuate. For instance, in South Ghor, workers earn about JD 6 plus JD 0.5 for breakfast, while in Mafraq, the average wage is around JD 7. Refugee workers are often willing to accept lower wages due to additional family responsibilities, which leads employers to prioritize these lower wage workers.

“Women workers in informal roles face additional challenges, including a lack of basic protections such as maternity leave, paid nursing breaks, and social security coverage, which makes them vulnerable to injuries and leaves them without social security. These workers also confront harsh conditions, including risks like extreme heat, sun exposure, and snake bites,” she added.

Representing the farmers’ union, Khawla Talabeh highlighted the economic and political pressures affecting agriculture, including the additional burden of taxes on farmers.

Talabeh emphasized that both employers and workers share responsibility for public safety, and while small farmers face economic stress, they must comply with labor laws and ensure safe working conditions since workers are essential for production.

She also raised concerns about specific issues facing women workers, such as a lack of safe transportation, inadequate sanitation facilities, poor treatment from some employers, and insufficient safety measures, as well as a lack of regulatory inspections on farms and minimal enforcement of existing sector rules.

The Director-General of the Central Inspection Directorate of the Labor Ministry, Maha Gharib, mentioned that the ministry received around 130 complaints from the agricultural sector in 2023 and conducted 660 inspections of agricultural facilities. She noted that while more inspections are needed, the ministry’s limited workforce of inspectors, numbering between 160 and 180 nationwide, poses a challenge in increasing these efforts.
