This transformation towards more efficient, inclusive, resilient, and sustainable global agricultural food systems is considered essential for achieving the Paris Agreement and Sustainable Development Goals. The Director-General noted that in 2022, agricultural food systems received only $29 billion, which is just 23% of total climate-related development finance. To meet net-zero goals, agricultural food systems will need about $1 trillion annually by 2030. He pointed out that countries in fragile situations feel this funding gap the most.
Qu stated, “We must urgently increase support and financing to enhance adaptation and resilience in fragile and conflict-affected countries. Climate action is possible and can help promote development and foster peace.”
From Declaration to Action
The Director-General also highlighted last year’s COP28 declaration on climate, relief, recovery, and peace, in which 70 governments and 39 organizations called for bold collective action to build climate resilience in fragile and conflict-affected settings.
In partnership with the Green Climate Fund (GCF), the FAO has responded to this call and welcomed GCF’s decision to provide $169 million to fund historical projects in Somalia and Iraq, which will be implemented by the FAO, along with a third project in Burundi through a fund.
“These projects will support adaptation and increase climate resilience for rural communities affected by conflict, poverty, and climate disasters. We firmly believe that building resilient and sustainable agricultural food systems will help these communities survive, recover, and thrive,” Qu stated.

The FAO has collaborated with the COP presidency to convey that transforming agricultural food systems provides a solution to the climate crisis.
At COP27 in Egypt, the Sustainable Agri-Food Systems (FAST) partnership was launched, aimed at increasing the quantity and quality of climate finance for food and agriculture.
