Rome – Fishing plays a crucial role in global food security, yet it remains one of the most dangerous professions on Earth, with an estimated 100,000 deaths occurring each year.

As COP29, the climate change conference, is taking place, and the UN is celebrating World Fisheries Day on November 21, Manuel Barange, Assistant Director-General and Director of the Fisheries and Aquaculture Division at FAO, discussed the threats climate change poses to fishermen and how FAO is working to improve safety at sea.

How does climate change affect the safety of fishermen, especially those in small-scale fisheries?

Climate change will significantly impact safety at sea, making it more dangerous to work on the ocean, particularly for small-scale fishermen who may face increased risks of accidents. A warmer ocean generates more frequent and intense storms, like the ones we’ve seen recently around the world. Sometimes, fishermen don’t have enough time to return to port. Climate change is also affecting the distribution of fish resources, meaning some fishermen may need to venture farther from the shore in search of fish, putting them at even greater risk. All these factors make fishing very hazardous, and it’s essential that we provide support to reduce the death toll.

How is FAO using technology and innovation to enhance safety at sea?

We assist countries in designing more resilient and longer-lasting boats, which helps reduce the vulnerability of small-scale fishermen. Our naval engineers are some of the best experts worldwide, focusing on safeguarding this vital activity.

Recently, we collaborated with Sri Lanka on developing boats made of plastic to extend their lifespan, designing them so that they do not sink. They can even hide beneath a shelter during storms.

These designs are provided to countries for free and are available on our website. Sometimes, we present two or three models for initial testing, and it’s then up to the countries to begin construction based on those plans.

Are there any other FAO initiatives helping fishermen improve safety standards and prevent accidents?

Our work spans a diverse range of areas. We conduct training courses for trainers held in the Caribbean, East Africa, the Bay of Bengal, Asia, and the Near East. In emergencies, we provide small-scale fishermen with life jackets, buoys, and communication equipment to ensure they can return to safety and get back to work.

We also collaborate with other UN agencies, like the International Labour Organization and the International Maritime Organization, to ensure that safety at sea is linked to the working conditions of those who operate in the marine environment.
