Punjab Chief Minister Bhagwant Mann called for a continuous campaign on Monday to raise awareness among farmers about managing paddy straw in order to reduce incidents of stubble burning in the state.
In an official statement, while chairing a meeting to prepare for crop residue management, the Chief Minister emphasized the need to inform farmers about the dangers of burning paddy straw through a communication campaign.
He also mentioned that farmers should be made aware of the subsidies available for straw management equipment. Furthermore, information regarding cost reductions for straw management through custom hiring centers should be provided to them.
Mann advocated for the establishment of custom hiring centers in villages and instructed district commissioners to launch a vigorous awareness campaign about the dangers of burning paddy straw.
He stated that this initiative would help transform the fight against crop residue burning into a public movement.
The Chief Minister noted that under the 2024-25 crop residue management plan, the Punjab Department of Agriculture and Farmers’ Welfare had already invited applications from interested farmers for subsidies. By June 20, 2024, a total of 63,904 applications for machinery had been received.
Based on demand from districts, the application portal was reopened from September 13 to September 19, receiving a cumulative total of 1.07 lakh applications by that date. The state government aims to distribute 14,000 machines personally and establish 1,100 custom hiring centers in various districts.
He highlighted that the state government had also launched an ‘Advanced Farmer’ mobile application to provide farmers with a one-stop platform for easily accessing crop residue management machinery before the 2024 harvesting season.
Mann explained that the mobile application makes CRM machines more accessible for small and marginal farmers, noting that over 1.30 lakh CRM machines have been mapped on the application.
The app enables farmers to easily book machines from the nearest custom hiring centers. For added convenience, nodal officers at the village level will already assign machines to farmers based on their preferences, ensuring that booking is seamless.
He expressed satisfaction that the use of machinery and a widespread awareness campaign have led to a significant reduction in fire incidents. The number of fire incidents dropped by 30% from 76,929 in 2021-22 to 71,159 in 2022-23. Additionally, there was a 26% decrease in fire incidents from 71,159 in 2022-23 to 49,922 in 2023-24.
