Two years ago, as the country’s supply chains were slowly recovering from the disruptions caused by the pandemic, they were hit again by climate issues, geopolitical disturbances, and other challenges. I called on the government to prioritize measures that would enhance visibility in the supply chain through legislation designed to protect against ongoing disruptions.

Fast forward to September 2024, at the inaugural Supply Chain Summit organized by the Commerce Department, they introduced a new tool called SCALE, which will track supply chain performance and actively assess risks. This initiative is part of a broader effort led by consumer brands to enhance supply chain resilience since the pandemic began. We have consistently collaborated with the Commerce Department to guide the development of such tools, ensuring that visibility in the supply chain remains a priority, even when we’re not facing a crisis.

Now, with elections just around the corner and all of Washington focused on what to expect from a potential second Trump administration, the consumer packaged goods industry emphasizes the need to protect and strengthen supply chain resilience to ensure uninterrupted access to affordable everyday products. While each administration may have different views on global supply chains and trade, we hope the efforts in commerce, which have been ongoing since COVID, will continue to build on lessons learned and put them into practice. The introduction of SCALE is a key step, but there’s room for more legislative action to equip current and future administrations with essential tools for success.

In June, we submitted comments to the Commerce Department, urging them to consider how the unique supply chain structures of the consumer packaged goods industry may require different policy approaches, highlighting that a one-size-fits-all solution may overlook significant benefits. In the worst-case scenario, this could actively undermine efforts to maintain or expand the competitiveness of domestic food, beverage, and personal care manufacturing.

It’s crucial to consider this because our industry, the largest domestic manufacturing sector in the U.S., operates differently compared to high-tech industries like textiles, automotive, or semiconductors. The uniqueness of the CPG industry lies in its widespread operations and jobs, primarily rooted in agriculture or related sectors. These operations rely on domestically produced inputs and materials, including packaging and agricultural goods, and long-standing relationships with local farmers and workers.

At the same time, the industry needs certain materials and inputs from abroad that cannot be sourced domestically. For instance, products like cocoa, coffee, and spices cannot be grown in continental America and must be imported. Similarly, some components for diapers and certain chemicals used in personal care products may not be readily available for domestic production.

This is where the SCALE tool addresses some shortcomings in managing supply chain risks. According to the Commerce Department, SCALE “uses a broad set of indicators to assess structural supply chain risks in the U.S. economy,” enabling the government to take a more active and strategic approach to address these risks. It works by comparing risks across various industries and providing a detailed assessment of the factors driving those risks. SCALE will inform decision-making for the U.S. government and facilitate data-driven discussions with the industry about risks, opportunities, and actions that can enhance supply chain resilience.

Our work is not done yet. While SCALE is a significant step forward, it is crucial for Congress to prioritize supply chain resilience, and the good news is that there is still time for Congress to pass comprehensive supply chain legislation. The introduction of SCALE demonstrates a commitment to formalizing and enhancing ongoing efforts to strengthen our supply chains, and legislation will ensure the necessary oversight to move these efforts forward.
