केंद्रीय कृषि, किसान कल्याण और ग्रामीण विकास मंत्री शिवराज सिंह चौहान ने शुक्रवार को भोपाल में एक प्रेस ब्रीफिंग में नेशनल ऑइलसीड्स मिशन के बारे में जानकारी दी। उन्होंने बताया कि प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल में दो बड़े निर्णय लिए गए हैं। भारत की कुल खाद्य तेल की जरूरत 2022-23 में 29.2 मिलियन टन थी, जबकि हमारे देश में तेल बीजों से उत्पादन केवल 12.7 मिलियन टन हुआ। शेष जरूरत को पूरा करने के लिए हमें विदेशी देशों पर निर्भर रहना पड़ता है। इस स्थिति को देखते हुए, एक बड़ा निर्णय लिया गया है कि किस प्रकार हम खाद्य तेलों में आत्मनिर्भर बन सकते हैं। इसलिए, नेशनल एडेबल ऑइल मिशन – ऑइलसीड्स लॉन्च किया गया है, इसका खर्च 10 हजार 103 करोड़ 38 लाख रुपये होगा।

कृषि मंत्री ने क्या कहा?

कृषि मंत्री ने कहा कि हमारे यहां तेल बीजों का उत्पादन बहुत कम है, इसलिए ICAR किसानों के लिए बेहतर बीज बनाएगा। ये बीज उत्प्रेरक बीजों को फाउंडेशन बीजों में और फिर सर्टिफाइड बीजों में बदलेगा और किसान को मुफ्त उपलब्ध कराए जाएंगे। इसके लिए पूरे देश में 600 क्लस्टर बनाए जाएंगे।

347 जिलों (21 राज्यों) में जहां तेल बीज उत्पादित होते हैं, उन राज्यों को विशेष रूप से ध्यान में रखा गया है। इन क्लस्टरों के किसानों को मुफ्त बीज, प्रशिक्षण और नई तकनीक से खेती करने का तरीका दिया जाएगा, जिससे उत्पादन बढ़ सकेगा। वे जो भी उत्पादन करेंगे, उसकी पूरी खरीदारी किसानों से की जाएगी।

कृषि मंत्री शिवराज सिंह चौहान ने बताया कि हर साल पूरे देश में 10 लाख हेक्टेयर कृषि की जाएगी। सात वर्षों में 70 लाख हेक्टेयर भूमि इस योजना के तहत लाई जाएगी। बेहतर बीजों की कमी को पूरा करने के लिए 65 नए बीज केंद्र बनाए जाएंगे। 100 बीज केंद्र और 50 बीज भंडारण इकाइयां भी बनाई जाएंगी। इस पर विशेष ध्यान उन राज्यों पर रहेगा जहां केवल एक ख्रीफ फसल होती है, हम इंटरक्रॉपिंग का भी उपयोग करेंगे। ये बीज और फसलें विभिन्न फसलों के बीच लगाई जा सकेंगी और किसानों से पूरी खरीदारी की जाएगी। यह बड़ा निर्णय कल लिया गया।

नेशनल एडेबल ऑइल मिशन – ऑइलसीड्स

प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने नेशनल मिशन ऑन एडेबल ऑइल्स – ऑइलसीड्स (NMEO-Oilseeds) को मंजूरी दी है। यह मिशन घरेलू तेल बीज उत्पादन को बढ़ावा देने और खाद्य तेलों में आत्मनिर्भरता (आत्मनिर्भर भारत) हासिल करने में मदद करेगा। यह मिशन 2024-25 से 2030-31 तक सात वर्षों की अवधि में लागू किया जाएगा और इसके लिए 10,103 करोड़ रुपये का वित्तीय प्रावधान किया गया है।

नया NMEO प्रमुख प्राथमिक तेल बीज फसलों जैसे तिलहन, सरसों, मूंगफली, सोयाबीन, सूरजमुखी और तिल के उत्पादन को बढ़ाएगा, साथ ही कपास का बीज, चावल के चोकर और वृक्ष-जनित तेल जैसे द्वितीयक स्रोतों से संग्रह और निष्कर्षण की दक्षता को भी बढ़ावा देगा। इसका लक्ष्य प्राथमिक तेल बीज उत्पादन को 39 मिलियन टन (2022-23) से बढ़ाकर 69.7 मिलियन टन तक पहुंचाना है।

National Edible Oil Mission – Oilseeds

The Union Cabinet chaired by Prime Minister Narendra Modi has approved the National Mission on Edible Oils – Oilseeds (NMEO-Oilseeds), which will help in promoting domestic oilseed production and achieving self-reliance in edible oils (Atmanirbhar Bharat). The mission will be implemented over a seven-year period from 2024-25 to 2030-31 with a financial outlay of Rs 10,103 crore.
