योगी सरकार ने गो shelters में गायों की सेहत और खाना व्यवस्था पर विशेष ध्यान देने की जरूरत को बताया है। इसके लिए, सरकार ने सभी जिलों में चल रहे गाय shelters में गायों की देखभाल के लिए व्यापक व्यवस्था करने के निर्देश दिए हैं। गाय shelters में गायों की खराब स्थिति के रिपोर्ट्स को ध्यान में रखते हुए, योगी सरकार ने सख्त निर्देश दिए हैं। इसमें पशु चिकित्सा अधिकारी को गाय shelters में सप्ताह में दो बार जाकर गायों की सेहत की जांच करने को कहा गया है। इसके अलावा, बीमार गायों के उपचार के लिए व्यवस्था करने और उन्हें नियमित दवाइयां देने की बात भी कही गई है। राज्य के डेयरी और पशुधन मंत्री धरमपाल सिंह ने गाय shelters की खराब स्थिति से संबंधित रिपोर्ट के मद्देनजर समीक्षा बैठक में कहा कि सरकार परित्यक्त पशुओं की रक्षा और प्रमोशन के लिए प्रतिबद्ध है।

सिंह ने कहा कि यूपी के गो shelters की वर्तमान स्थिति का आकलन करने के लिए आयोजित समीक्षा बैठक में यह स्पष्ट किया गया कि सरकार बेघर पशुओं के संरक्षण के प्रति समर्पित है। उन्होंने गाय shelters में गायों की खराब स्थिति की रिपोर्ट पर कड़ा असंतोष व्यक्त किया। अधिकारियों को सख्त निर्देश देते हुए, सिंह ने कहा कि पशु चिकित्सा अधिकारी को सप्ताह में कम से कम दो बार गोशाले में जाकर गायों की स्वास्थ्य जांच करनी होगी।

चारागाहों में अतिक्रमण मुक्ति हो
सीएम योगी आदित्यनाथ द्वारा गायों के संरक्षण के लिए जारी निर्देशों का हवाला देते हुए सिंह ने कहा कि गाय shelters में गायों के लिए उचित चारा और चोकर की व्यवस्था करना सबसे पहली आवश्यकता है, ताकि गायें कुपोषण और अन्य बीमारियों से बच सकें। इस आवश्यकता को पूरा करने के लिए उन्होंने चारागाह भूमि पर समय पर घास बोने के निर्देश भी दिए।
उन्होंने कहा कि राज्य में चारागाह भूमि पर अतिक्रमण की शिकायतें भी मिली हैं। इसके लिए संबंधित अधिकारियों को तत्काल अतिक्रमण मुक्त करने के निर्देश दिए हैं। उन्होंने यह भी कहा कि एमजीएनआरईजीए के तहत राज्य के चारागाहों में सभी प्रकार के चारे की बुवाई का आदेश दिया गया है।
सिंह ने अधिकारियों को गोशालाओं में चल रहे सभी प्रकार के निर्माण कार्य 25 फरवरी तक पूरा करने का निर्देश दिया। यह ध्यान देने योग्य है कि अब तक उत्तर प्रदेश में 7589 गोशाला स्थलों पर 12 लाख 8 हजार 88 बेघर गायों की देखभाल की जा रही है। सिंह ने कहा कि गोशालाओं में यदि रिश्ते या गायों की देखभाल से संबंधित कोई शिकायत मिली, तो स्थिति को तुरंत सुधारना चाहिए।
नंद बाबा मिशन का दूसरा चरण शुरू
परित्यक्त पशुओं की रक्षा के साथ, योगी सरकार ने किसानों को पशुपालन से जोड़ने और दूध उद्योग में देशी गाय की नस्ल को मुख्यधारा बनाने के लिए एक अभियान शुरू किया है। इसके लिए, सरकार ने नंद बाबा दूध मिशन के पहले चरण को पूरा कर लिया है।
दूसरे चरण की शुरुआत के लिए, मिशन की राज्य स्टीयरिंग समिति की बैठक में यह निर्णय लिया गया कि नंदिनी कृषक समृद्धि योजना के तहत 10 आधुनिक नस्लों वाली गायों की 294 यूनिट्स स्थापित की जाएं।
मुख्य सचिव कार्यालय ने बताया कि इस मिशन के दूसरे चरण में, चालू वित्त वर्ष 2024-25 में 57 जिलों को शामिल करने की मंजूरी दी गई है। बैठक में नंदिनी कृषक समृद्धि मिनी योजना के संचालन का प्रस्ताव भी मंजूर किया गया। मुख्य सचिव ने आदेश दिया कि नंद बाबा दूध मिशन का वेब पोर्टल एक महीने के अंदर तैयार और लॉन्च किया जाए।
बैठक में एक और महत्वपूर्ण निर्णय लेते हुए, मुख्यमंत्री स्वदेशी गाय संवर्धन योजना के तहत बाहर से गाय खरीदने पर ट्रांजिट बीमा की आवश्यकता को समाप्त कर दिया गया। मुख्य सचिव ने कहा कि दूसरे चरण के तहत, नंद बाबा मिशन के तहत चयनित लाभार्थियों को एक महीने के भीतर गाय खरीदनी चाहिए।
पहले चरण का मिशन वित्तीय वर्ष 2023-24 में 18 मंडल मुख्यालय जिलों में लागू किया गया था। इसी तरह, नंदिनी कृषक समृद्धि योजना के दूसरे चरण में, राज्य के शेष 8 मंडल मुख्यालय जिलों में 40 यूनिट्स और गोशाला डिज़ाइन के संचालन के प्रस्ताव को मंजूरी दी गई।

For this, the government has asked to make elaborate arrangements for the care of cows in the cow sheds being operated in all the districts. Taking cognizance of the reports that the condition of cows in cow shelters is not good, the Yogi government has issued strict instructions. In this, the veterinary officer has been asked to visit the cow shelters twice a week and take stock of the health of the cows. It has also been asked to make arrangements for the treatment of cows found sick and to give them regular medicines. State Dairy and Animal Husbandry Minister Dharampal Singh, taking cognizance of the report related to the poor condition of cow shelters, said in the review meeting that the government is committed to the protection and promotion of destitute cattle.
Caretakers will stay in the cowshed at night
Singh said in a review meeting called to assess the current situation of cow shelters in UP that the government is committed to the conservation of Homeless Cattle. He expressed strong displeasure over the report that the condition of cows in cow shelters was not better. Giving strict instructions to the officials, Singh said that the veterinary officers will go to the cowshed at least twice a week and do health checkup of the cows.

pastures should be encroachment free
Citing the instructions issued by CM Yogi Adityanath for the protection of cows, Singh said that making adequate arrangements for fodder and chaff for cows in cow shelters is the first need to save cows from malnutrition and other diseases. To meet this need, he also gave instructions for timely sowing of grass on pasture lands.
He said that complaints have also been received about encroachment on pasture lands in the state, for this the concerned officials have been asked to make the pasture lands encroachment free with immediate effect. He said that orders have also been given to sow all types of fodder on pasture lands in the entire state through MGNREGA.
Singh has directed the officials to complete all types of construction work going on in cow sheds by 25th February. It is noteworthy that till now 12 lakh 8 thousand 88 destitute cows have been kept at 7589 cow shelter sites in UP. Singh said that in cow shelters where any complaint related to disorder or care of cows comes to notice, the situation should be rectified by immediately resolving the complaint.
Second phase of Nand Baba Mission started
Along with protecting destitute cattle, the Yogi government has also started a campaign to connect farmers with animal husbandry and make indigenous breed of cows the mainstay of the dairy sector. For this, the government has completed the first phase of Nand Baba Milk Mission.

To start the second phase of this mission, in the meeting of the State Steering Committee of the mission chaired by Chief Secretary Manoj Kumar Singh, it has been decided to establish 294 units of 10 advanced breed indigenous cows under the Nandini Krishak Samriddhi Yojana.
It was told by the CS Office that in the second phase of the mission, approval has been given to include 57 districts in the current financial year 2024-25. The proposal to operate Nandini Krishak Samriddhi Mini Scheme was also approved in the meeting. The Chief Secretary has directed to prepare and launch the web portal of Nand Baba Milk Mission within a month.
Taking another important decision in the meeting, under the Chief Minister Swadeshi Cow Promotion Scheme, the requirement of getting transit insurance in case of buying a cow from outside the state has been abolished. The Chief Secretary said that during the second phase, the beneficiaries selected under the schemes of Nand Baba Mission should be purchased cows within a month.
The first phase of the mission was implemented in 18 divisional headquarters districts in the financial year 2023-24. Similarly, in the second phase of Nandini Krishak Samridhi Yojana, the proposal for operation of 40 units and Cattle Shed Design in the remaining 08 divisional headquarters districts of the state was approved.
