उत्तर प्रदेश भारत के सबसे बड़े गन्ना उत्पादक राज्यों में से एक है। इस साल (2024-25) गन्ना पेराई का मौसम शुरू हो चुका है। लेकिन अभी तक यूपी सरकार ने गन्ना के लिए राज्य सलाहकारी मूल्य (SAP) घोषित नहीं किया है। कानून के अनुसार, किसानों को फसल बोने से पहले उसकी कीमत पता होनी चाहिए। उत्तर प्रदेश के 70 चीनी मिलों ने किसानों से गन्ना खरीदना शुरू कर दिया है। ‘किसानों से बातचीत करते हुए’ यूपी के गन्ना आयुक्त प्रभु नारायण सिंह ने कहा कि अगर पिछले कुछ वर्षों का इतिहास देखें, तो पता चलता है कि गन्ने की कीमत कब बढ़ाई जाती है। उन्होंने बताया कि इस पर निर्णय लेने के लिए तीन समितियाँ होती हैं। सबसे पहले, गन्ना विभाग से प्रस्ताव मुख्य सचिव को भेजा जाता है, और वहाँ से कैबिनेट की बैठक के बाद सरकार निर्णय लेती है।
सरकार 2-3 महीने में गन्ने की कीमत बढ़ा सकती है
गन्ना आयुक्त का कहना है कि निर्णय तब ही लिया जाता है जब राज्य की सभी चीनी मिलें पूरी तरह से चालू हो जाती हैं। किसानों के हित में निर्णय लेने में 2-3 महीने का समय लगता है। ऐसे में, यह संभव है कि यूपी सरकार अगले 2-3 महीनों में गन्ने की कीमत बढ़ा सकती है। बता दें कि 2024 के लोकसभा चुनावों से पहले, योगी आदित्यनाथ की सरकार ने गन्ना किसानों को एक तोहफा देते हुए गन्ने के समर्थन मूल्य में 20 रुपये प्रति क्विंटल की बढ़ोतरी की थी। वर्तमान में यूपी मेंRejected variety of sugarcane का समर्थन मूल्य 355 रुपये/क्विंटल है। सामान्य और सुधारित गन्ने का समर्थन मूल्य 350 रुपये प्रति क्विंटल है। सभी तीन श्रेणियों में 20 रुपये प्रति क्विंटल की बढ़ोतरी हुई थी।

दूसरी ओर, भारतीय किसान यूनियन के राष्ट्रीय प्रवक्ता राकेश टिकैत ने खास बातचीत में यूपी सरकार से मांग की कि बढ़ती महंगाई और लागत के मद्देनजर गन्ने की कीमत 500 रुपये प्रति क्विंटल घोषित की जाए और बकाया भुगतान भी ब्याज के साथ किया जाए। उन्होंने कहा कि सरकार इस बार गन्ने के रेट्स के मुद्दे पर खास सक्रियता नहीं दिखा रही है। किसानों के संगठनों में विघटन भी इसका एक बड़ा कारण है। क्योंकि सरकार किसानों को एकजुट नहीं देखना चाहती, ऐसे में सरकार कई संगठनों में किसानों को बांटकर अपनी राजनीति करना चाहती है।
सात साल में 55 रुपये की बढ़ोतरी
यह बताना भी जरूरी है कि यह 2017 के बाद तीसरी बार है जब योगी सरकार ने गन्ने के समर्थन मूल्य में बढ़ोतरी की है। 2017 में जब बीजेपी सरकार बनी थी, तब गन्ने के समर्थन मूल्य में 10 रुपये प्रति क्विंटल की बढ़ोतरी की गई थी। इसके बाद, 2021 में 2022 विधानसभा चुनावों से पहले गन्ने की कीमत में 25 रुपये प्रति क्विंटल का इजाफा हुआ। इस तरह, पिछले सात वर्षों में योगी सरकार ने गन्ने के समर्थन मूल्य में कुल 55 रुपये प्रति क्विंटल की बढ़ोतरी की है।
