हिमाचल प्रदेश के किसान सरकारी योजनाओं का पूरा लाभ उठा रहे हैं और इससे उन्हें अच्छी आय हो रही है। 45 साल के मदन कुमार इन किसानों में से एक हैं। वे आधुनिक तकनीक की मदद से सालाना 5 लाख रुपये तक का लाभ कमा रहे हैं। पहले वे पारंपरिक तरीके से खेती करते थे, जिसमें उन्हें इतना फायदा नहीं होता था। कई बार तो मदन कुमार को आर्थिक नुकसान भी उठाना पड़ता था। लेकिन जब से उन्होंने सरकारी योजनाओं की मदद से सब्जियों की खेती शुरू की है, तब से उन्हें केवल लाभ ही हुआ है। मदन को देखकर उनके गाँव के कई किसानों ने भी बागवानी शुरू कर दी है, जिससे सबकी जिंदगी में बदलाव आया है।

मदान कुमार चंबा जिले के मंगल ग्राम पंचायत के हठेड़ी गाँव के निवासी हैं। वे 10वीं पास हैं और पिछले 25 साल से खेती कर रहे हैं। लगभग पांच साल पहले, चंबा कृषि विभाग के निर्देशन में उन्होंने वैज्ञानिक तरीके से सब्जियों की खेती शुरू की। इसके लिए उन्होंने तकनीक और आधुनिक मशीनों की मदद ली। इससे उनकी उत्पादन क्षमता और आय दोनों में कई गुना वृद्धि हुई।

हालांकि, मदन को पहले कई चुनौतियों का सामना करना पड़ा, जैसे सिंचाई की कमी और जंगली जानवरों द्वारा फसलों के नुकसान। वे पहले मैनुअल श्रमिकों पर बहुत निर्भर थे, जिससे लाभ कम होता था। लेकिन जब उन्हें 70 प्रतिशत सरकारी सहायता मिली, तो उन्होंने 4 लाख रुपये की लागत से सौर बाड़ लगाई। इससे उनकी फसलें जंगली जानवरों से सुरक्षित हो गईं। इसके अलावा, 3 लाख रुपये की सब्सिडी से एक जलाशय का निर्माण भी हुआ, जिससे सिंचाई की समस्या भी हल हो गई।

कैसे शुरू हुई मदन की खेती

मदन ने बताया कि उन्होंने लगभग 40,000 रुपये की सब्सिडी पर 9 HP.power tiller और 2 HP.brush cutter खरीदा। इन तकनीकों की मदद से फसल की गुणवत्ता और उत्पादन में वृद्धि हुई। आज वह टमाटर, गोभी, पालक, बैंगन और शिमला मिर्च जैसी 10 प्रकार की नकदी फसलों की खेती करते हैं, जिससे उन्हें सालाना 5 लाख रुपये की आय होती है। जलाशयों के निर्माण के बाद, अब मदन को पूरे साल पानी की आपूर्ति मिलती है, जिससे वह ऑफ-सीजन सब्जियों की खेती भी कर सकते हैं। इन सब्जियों की बाजार में कीमत भी ज्यादा होती है। खास बात यह है कि मदन ने अपने खेत पर कई लोगों को रोजगार भी दिया है और उन्हें सालाना 1 लाख रुपये वेतन देते हैं।

बेरोजगार युवाओं के लिए आदर्श बने

चंबा के कृषि उपनिदेशक, डॉ. कुलदीप सिंह धीमान ने किसान मदन की सराहना की और उन्हें बेरोजगार युवाओं के लिए आदर्श बताया। उन्होंने कहा कि खेती में तकनीक का उपयोग उत्पादन लागत को कम करता है और किसानों के लिए खेती को आसान बनाता है। वित्तीय वर्ष 2023-24 में, सरकार ने चंबा जिले के किसानों को कृषि यंत्रीकरण योजना और कृषि यंत्रीकरण उप-मिशन के तहत मशीनरी के लिए 91 लाख रुपये की सहायता दी। इन सब्सिडियों के जरिए 9 ट्रैक्टर, 133 पावर वीडर, 165 ब्रश कटर और 125 मक्का थ्रेशर खरीदे गए।

85 लाख रुपये की सब्सिडी मिली

इसके अलावा, मुख्यमंत्री क्षेत्र संरक्षण योजना के तहत, सरकारी फसलों को जंगली जानवरों और आवारा पशुओं से बचाने के लिए सौर बाड़ लगाने के लिए 70 प्रतिशत सब्सिडी दी गई। वित्तीय वर्ष 2023-24 में चंबा के 31 किसानों को 9 किलोमीटर की सौर बाड़ लगाने के लिए 85 लाख रुपये की सब्सिडी मिली। इसी तरह, सिंचाई की चुनौतियों से निपटने के लिए, सरकार ने 2023-24 में जलाशयों और पाइपलाइनों के विस्तार पर 2.02 करोड़ रुपये खर्च किए, ताकि किसानों को पूरे साल अपने फसलों के लिए पर्याप्त पानी मिल सके।

About five years ago, under the supervision of Chamba Agriculture Department, he started cultivating vegetables scientifically. For this he took the help of technology and modern machinery. This not only increased the production but also increased the income manifold.

According to The Tribune report, however, before this Madan had to face many challenges including lack of irrigation and damage to crops from wild animals. They also depended heavily on manual labour, which reduced profits. But his luck changed when he got 70 percent government assistance for solar fencing worth Rs 4 lakh. Due to this their crops have become safe from wild animals. Apart from this, a water storage tank was built with the subsidy amount of Rs 3 lakh, which also solved the problem of irrigation.

This is how Madan started farming

Madan told that he bought a 9 HP power tiller and 2 HP brush cutter at a subsidy of about Rs 40,000. Due to these techniques the quality and production of the crop increased. Today he grows 10 types of cash crops including tomato, cabbage, spinach, brinjal and capsicum, which earns him an annual income of Rs 5 lakh. With the construction of irrigation tanks, Madan now gets year-round water supply, allowing him to grow off-season vegetables. The price of these off-season vegetables is also high in the market. The special thing is that Madan has also given employment to many people in his farm. They pay a salary of Rs 1 lakh to the workers in a year.

Become a role model for unemployed youth

Chamba Deputy Director of Agriculture, Dr. Kuldeep Singh Dhiman praised farmer Madan and called him a role model for unemployed youth. He said that using technology in farming reduces production costs and makes farming easier for farmers. In the financial year 2023-24, the government gave a subsidy of Rs 91 lakh for mechanization to the farmers of Chamba district under the State Agricultural Mechanization Scheme and Agricultural Mechanization Sub-Mission. With these subsidies, nine tractors, 133 power weeders, 165 brush cutters and 125 maize threshers could be purchased.

Received subsidy of Rs 85 lakh

Apart from this, under the Chief Minister Area Protection Scheme, the government provided 70 percent subsidy for installation of solar fencing to protect crops from wild animals and stray animals. In 2023-24, 31 farmers of Chamba got a subsidy of Rs 85 lakh for installing 9 km solar fencing. Similarly, to deal with irrigation challenges, the government spent Rs 2.02 crore in 2023-24 on the expansion of water tanks and pipelines, so that farmers can get adequate water for their crops throughout the year.
