सरकार ने ‘NaMo Drone Didi’ योजना को मंजूरी दी है, जिसके तहत महिलाओं के स्व-सहायता समूहों (SHGs) को ड्रोन प्रदान किए जाएंगे। यह योजना देनदायाल अंत्योदय योजना- राष्ट्रीय ग्रामीण आजीविका मिशन के अंतर्गत है और इसकी लागत 1261 करोड़ रुपये होगी। इस योजना के तहत 2024-25 से 2025-26 के बीच 14,500 चयनित महिला स्व-सहायता समूहों को किसानों को रेंटल सेवाएं देने के लिए ड्रोन दिए जाएंगे। कृषि और किसान कल्याण विभाग ने इस योजना के संचालन के लिए सभी दिशा-निर्देश जारी कर दिए हैं। विभाग ने सभी पक्षों से इन दिशा-निर्देशों का पालन करने की अपील की है, ताकि ‘NaMo Drone Didi’ योजना सुचारु रूप से चल सके। दिशा-निर्देशों में क्या कहा गया है, जानिए।

सरकार 80 प्रतिशत सब्सिडी देगी

यह योजना केंद्रीय स्तर पर कृषि और किसान कल्याण विभाग, ग्रामीण विकास विभाग, उर्वरक विभाग, नागरिक उड्डयन मंत्रालय और महिला एवं बाल विकास मंत्रालय की सशक्त समिति के निर्देशों के अनुसार चलेगी। दिशा-निर्देशों के अनुसार, महिला स्व-सहायता समूहों को ड्रोन खरीदने के लिए 80 प्रतिशत (अधिकतम 8 लाख रुपये) सब्सिडी दी जाएगी।

इसके अलावा, स्व-सहायता समूह और स्व-सहायता समूहों के क्लस्टर स्तर की संघों को बची हुई राशि पर ऋण दिया जाएगा, जिसमें केंद्रीय स्तर से 3 प्रतिशत ब्याज सब्सिडी प्रदान की जाएगी। वे बैंक और ग्रामीण विकास मंत्रालय की अन्य योजनाओं से भी ऋण ले सकेंगे।

ड्रोन सेट सेवा के साथ पैकेज में मिलेगा

इस योजना के तहत, ड्रोन अकेले नहीं दिया जाएगा, बल्कि यह एक पैकेज के रूप में दिया जाएगा, जिसमें एक बुनियादी ड्रोन होगा जो तरल उर्वरक और कीटनाशकों को छिड़कने के लिए स्प्रे सिस्टम के साथ है, ड्रोन रखने के लिए एक बॉक्स, बैटरी सेट, एक डाउनवर्ड फोकस कैमरा, डुअल चैनल। एक साल की ऑनसाइट वारंटी भी होगी। पैकेज में चार अतिरिक्त बैटरी सेट, एक अतिरिक्त प्रोपेलर सेट (हर सेट में छह प्रोपेलर होते हैं), नोजल सेट, डुअल चैनल फास्ट बैटरी चार्जर, 15 दिनों का प्रशिक्षण ड्रोन पायलट और ड्रोन सहायक के लिए, एक साल का बीमा, दो साल का वार्षिक रखरखाव अनुबंध और लागू जीएसटी शामिल हैं। ड्रोन को अतिरिक्त बैटरी सेट के साथ लगातार उड़ाया जा सकता है और यह एक दिन में 20 एकड़ जमीन पर आसानी से छिड़काव कर सकता है।

ड्रोन पायलटों को 15 दिनों का प्रशिक्षण मिलेगा

योजना के पैकेज के तहत, महिला स्व-सहायता समूहों में से एक महिला को 15 दिनों के प्रशिक्षण के लिए चुना जाएगा। इस ड्रोन पायलट प्रशिक्षण में पोषक तत्वों, कीटनाशकों के कम उपयोग के बारे में जानकारी दी जाएगी। अन्य सदस्य जो इलेक्ट्रिकल सामान की मरम्मत, फिटिंग और मैकेनिकल काम में रुचि रखते हैं, उन्हें ड्रोन सहायक के रूप में प्रशिक्षित किया जाएगा।

ड्रोन निर्माता ड्रोन की आपूर्ति के साथ-साथ इसे संचालित करने के लिए प्रशिक्षण भी प्रदान करेंगे। योजना से संबंधित सभी जानकारी जैसे ड्रोन का वितरण, निगरानी, फंड का वितरण और अन्य सुविधाएं ड्रोन पोर्टल पर उपलब्ध होंगी। पोर्टल हर ड्रोन के संचालन को ट्रैक करेगा और ड्रोन के उपयोग पर लाइव अपडेट देगा।

Government will give 80 percent subsidy

According to the guidelines, women self-help groups will be given 80 percent subsidy (maximum Rs 8 lakh) for the purchase of drones as a package.

At the same time, self-help groups and cluster level associations of self-help groups will be given a loan on the remaining amount after removing the subsidy from the total cost, in which 3 percent interest subvention will be provided from the Centre. They will be able to take loans from banks and other programs or schemes of the Ministry of Rural Development.

Drone set will be available in package with service

Under the scheme, not only the drone will be provided alone, but the drone will be provided as a package, which will include a basic drone with a spray system for spraying liquid fertilizers and pesticides, a box to keep the drone, a battery set, a downward focus camera, double channel. One year onsite warranty will be included on fast battery charger, battery charger hub, anemometer, pH meter and everything.

The package includes four extra battery sets, one extra propeller set (each set contains six propellers), nozzle set, dual channel fast battery charger, battery charger hub, 15 days training for drone pilot and drone assistant, one year insurance , Two years annual maintenance contract and applicable GST is also included. The drone can be flown continuously with an extra set of batteries. Drones can easily spray 20 acres of land in a day.

Drone pilots will get 15 days training

Under the package of the scheme, one woman from among the members of women self-help groups will be selected for 15 days training. In this drone pilot training, information will be given about things like nutrients, less use of pesticides. Other members of the self-help group interested in repairing, fitting and mechanical work of electrical items will be trained as drone assistants.

Drone manufacturers will supply the drone as well as provide training as a package as per the training program to operate it. All the information about the scheme like distribution of drones, monitoring, distribution of funds and other facilities will be available on the drone portal. The portal will track the operation of every drone and give live updates on drone usage.
