In Alameda County, CA, a group of environmental organizations has informed the California State Court that they have reached an agreement with the California Department of Pesticide Regulation (DPR) to propose new regulations regarding pesticide-treated seeds.
In their 2023 lawsuit, the groups claimed that DPR had illegally maintained a policy that exempted pesticide-coated crop seeds—commonly referred to as “treated seeds”—from pesticide regulations, which has now been addressed in today’s agreement.
The groups involved include NRDC (Natural Resources Defense Council), Californians for Pesticide Reform, Center for Biological Diversity, Friends of the Earth, and Pesticide Action Network North America.

The agreement states that DPR will propose regulations addressing pesticide-treated seeds by February 2, 2026, and finalize these regulations within the following year. Neonicotinoids, or “neonics,” are neurotoxic pesticides commonly used as seed treatments. As the most widely used class of pesticides—and among the most destructive since DDT—neonics also pose risks to human health. Research shows that neonics-treated seeds can contribute about 512,000 pounds of neonics annually across 4 million acres in California. troublingly, over 95% of pregnant women tested nationwide have detectable levels of these chemicals in their bodies, raising concerns due to the developmental and reproductive harms linked to prenatal exposure.
“It’s about time!” said Margaret Reeves, a senior scientist at Pesticide Action Network North America. “We’re glad that DPR finally made the right decision, especially considering that many countries around the world are already regulating the use of pesticide seed treatments, while the U.S. has not. Hopefully, California will lead the way once again as we align with other countries on this critical issue regarding pesticide use.”
Neonics are also pervasive pollutants that harm ecosystems. They are a major factor in the decline of bee and other pollinator populations and contribute to bird loss. They destabilize aquatic ecosystems, are associated with birth defects in species like the white-tailed deer, and degrade soil health.
