उत्तर प्रदेश के कृषि मंत्री सुर्य प्रताप शाही ने शुक्रवार को लखनऊ में कृषि निदेशालय में departmental योजनाओं और कार्यक्रमों की समीक्षा बैठक की। इस बैठक में उन्होंने धीमी प्रगति पर नाखुशी जताई और आदेश दिया कि योजनाओं को समय पर लागू किया जाए ताकि किसानों को समय पर लाभ मिल सके।
धीमी प्रगति के लिए अधिकारियों को फटकार
समीक्षा बैठक में मंत्री ने बीज वितरण, एनएफएसएम योजना, खेत तालाब योजना, त्वरित मक्का विकास योजना, पारंपरिक कृषि विकास योजना और दलहन कार्यक्रम जैसी अन्य योजनाओं की भी समीक्षा की। कृषि मंत्री ने उन योजनाओं पर अपनी कड़ी नाराजगी व्यक्त की जिनका आवंटित बजट अभी तक खर्च नहीं हुआ है। उन्होंने कृषि निदेशक जितेंद्र तोमर और अन्य योजना अधिकारियों से कहा कि संबंधित योजनाओं के लिए आवंटित बजट को समय पर खर्च किया जाए और इसका समय-समय पर मॉनिटरिंग की जाए।
DAP की कमी पर मंत्री शाही का बयान
पहले, कृषि मंत्री सुर्य प्रताप शाही ने कहा कि किसानों को खाद के लिए चिंता करने की जरूरत नहीं है। उन्होंने कहा कि फास्फेटिक खाद की उपलब्धता सुनिश्चित की जा रही है। उन्होंने निर्देश देते हुए कहा कि जो किसान अभी फसल नहीं बोने वाले हैं, उन्हें पहले से खाद का भंडारण नहीं करना चाहिए। गेहूं के बुवाई के लिए आवश्यकतानुसार फास्फेटिक खाद समय पर उपलब्ध कराई जा रही है।
सरकार खाद की आपूर्ति सुनिश्चित कर रही है
कृषि मंत्री शाही ने लखनऊ में अपने आधिकारिक निवास पर कृषि विभाग और पीसीएफ के वरिष्ठ अधिकारियों के साथ एक समीक्षा बैठक में सभी जिलों में DAP (N-18, P-46) जैसी फास्फेटिक खादों की आपूर्ति सुनिश्चित करने के निर्देश दिए। उन्होंने कहा कि पिछले वर्ष की खपत को ध्यान में रखते हुए, खाद को तुरंत रेक पॉइंट से नजदीकी जिलों में पहुंचाने के निर्देश दिए गए हैं, विशेष रूप से उन जिलों के लिए जहां खाद की कमी है।
काले बाजार को रोकने के लिए निर्देश
शाही ने अधिकारियों से कहा कि वे खेतों में जाकर खाद के वितरण को सुनिश्चित करें। निर्देश दिए गए हैं कि काला बाज़ार, अधिक मूल्य निर्धारण को रोकने के लिए सुनिश्चित किया जाए और कोई भी खरीदार अपनी कृषि भूमि पर बोई गई फसल की मात्रा से अधिक खाद न खरीदे। सुर्य प्रताप शाही ने कहा कि यदि सहकारी क्षेत्र में खाद की कमी होने की संभावना है, तो तत्काल आवश्यकता के अनुसार संबंधित गोदामों से खाद ली जाए और किसानों को बिक्री के लिए उपलब्ध कराई जाए। विशेषकर उन क्षेत्रों में जहाँ किसान फसलों की बुवाई कर रहे हैं, वहाँ प्राथमिकता के साथ खाद उपलब्ध कराने के निर्देश दिए गए हैं।

Uttar Pradesh Agriculture Minister Surya Pratap Shahi held a review meeting of departmental schemes and programs at the Agriculture Directorate in the capital Lucknow on Friday. During this, he expressed displeasure over the slow progress and directed that the implementation of the schemes should be ensured in a timely manner so that the farmers can get the benefits of the schemes on time.
Officials reprimanded for slow progress
During the review meeting, he reviewed other departmental schemes including seed distribution, NFSM scheme, farm pond scheme, accelerated maize development scheme, traditional agricultural development scheme and millets programme. The Agriculture Minister expressed his strong displeasure over the schemes in which the allocated budget money has not been spent yet. He directed Agriculture Director Jitendra Tomar and other planning officers to ensure timely spending of the budget allocated for related schemes and keep monitoring it from time to time.
UP Agriculture Minister Shahi’s statement on DAP shortage
Earlier, Uttar Pradesh Agriculture Minister Surya Pratap Shahi said that farmers do not need to worry about fertilizers. He said, availability of phosphatic fertilizers is being ensured. While giving instructions, the Agriculture Minister said that those farmers who do not have to sow crops yet, should not unnecessarily store fertilizers in advance. Phosphatic fertilizer is being made available on time as per requirement for sowing of wheat.
Government is ensuring supply of fertilizers
During a review meeting with senior officials of the Agriculture Department and PCF at his official residence in Lucknow, Agriculture Minister Shahi has given instructions to ensure the supply of phosphatic fertilizers like DAP (N-18, P-46) in all the districts on priority. Shahi said that keeping in mind the consumption last year, instructions have been given to make the fertilizers coming on priority basis directly from the rake point to the nearby districts, especially for those districts where there is shortage of fertilizers.
Instructions given to stop black marketing
Shahi has asked the officers to go to the field to ensure smooth fertilizer distribution. Instructions have also been given to ensure black marketing, over-rating and to ensure that no buyer purchases fertilizers in excess quantity than the crop sown in his holding/agricultural land. Surya Pratap Shahi said, where there is a possibility of shortage of fertilizers in the cooperative sector, fertilizers should be taken from the concerned warehouses as per the immediate requirement and made available to the farmers for sale. Instructions have been given to ensure availability of fertilizers on priority basis in the areas where sowing of crops is being done by the farmers.
