Director-General Okonjo-Iweala stated that this year’s World Cotton Day, held for the first time on African soil, showcased Benin’s economic achievements under President Guillaume Athanase Talon’s leadership. She praised Benin for its strong economic performance and prudent management of its economy.

The Director-General emphasized the importance of cotton in the economies of West and Central Africa, particularly in countries like Benin, Burkina Faso, Chad, Mali, and Côte d’Ivoire, collectively known as the Cotton4+ countries. These nations are the largest cotton-producing region in Africa, producing over 1 million tons of cotton annually, which accounts for 50% of Africa’s total production and 4% of global output.

In terms of cotton trade, West and Central Africa ranks as the third-largest exporter after the United States and Brazil, contributing significantly to global trade, which has grown from 8.2 billion USD in 2003 to 23 billion USD in 2022.

Despite the high quality and eco-friendly nature of African cotton, the sector faces significant challenges, including market distortions and climate change. She noted that 20 years ago, the Cotton4 countries called for action against unfair trade practices in the WTO, which led to cotton receiving unique status within the organization, where members regularly meet to discuss trade and development issues.

Regarding cotton trade, the Director-General stressed the importance of reducing subsidies, currently at 8 billion USD, to level the playing field and allow developing countries greater market access and benefits from trade. She mentioned that WTO members have been working hard and will continue negotiations to achieve this goal.

On the development front, she highlighted the significant progress made in helping Cotton4 countries enhance their competitiveness and tap into the vast potential of cotton markets both in Africa and globally. She pointed out that the African cotton market alone is worth 12 billion USD and that they are also exploring external opportunities in the sports apparel value chain, which is expected to reach 250 billion USD by 2026.

The Director-General noted that new WTO-led initiatives are helping African cotton unlock its full potential. The milestone “Partenariat pour le Coton” initiative, launched in February 2024, serves as a key example.

This initiative promotes public-private partnerships and aims to empower Cotton4+ countries to achieve sustainable transformation and enhance their value chains. The first phase of the initiative has already been completed, including a foundational study and thorough assessment of each country’s national priorities and challenges.

According to the baseline study, Cotton4+ countries need to attract 12 billion USD in investments over the next decade to unlock their full potential, creating 500,000 direct jobs, especially for women and youth.

To facilitate this crucial investment, the WTO is calling for financial and technical support for African cotton from partners. This includes signing a joint declaration with the Islamic Trade Finance Corporation, the African Finance Corporation, Afreximbank, the United Nations Industrial Development Organization, and the International Trade Centre.

The Director-General acknowledged the establishment of regional textile and clothing industrial centers by Cotton4 governments and financial partners, highlighting the role of the Globo-Zigbe Industrial Park in connecting Benin to global cotton value chains.

Looking ahead, the Director-General mentioned that the partners of the “Partenariat pour le Coton” will prioritize supporting governments and financial institutions in developing concrete investment projects aligned with each country’s national priorities. She emphasized the need to increase investments in infrastructure, capacity building, product certification, and logistics to support the sustainable development of the cotton sector.

She called on all partners of the “Partenariat pour le Coton” to take advantage of the opportunities presented by the World Cotton Day event to strengthen cooperation and coordination aimed at bringing tangible improvements to the lives of cotton producers and traders.
