Cotton farmers across Azerbaijan have been struggling with rising expenses for years. The costs associated with seeds, fertilizers, irrigation, and machinery have all increased. Shahmurat Imadov, a farmer from the Satli region, shared how farming 10 hectares has become an expensive endeavor, costing up to 20,000 AZN per ten hectares due to high costs of pesticides, irrigation, and land rental.
“The cost of one hectare of arable land is between 400-500 AZN, and irrigation costs about 100 AZN per hectare annually. Just fertilizer costs 30 AZN per bag, while seeds are priced at 5.50 AZN per kilogram,” explained Imadov.
In recent years, the prices of fuel and other essential resources have risen significantly, but government subsidies have not kept pace. The current subsidy of 0.19 AZN per kilogram of cotton—190 AZN per ton—barely changes, even as production costs soar. The quality of cotton production has suffered, with productivity rarely exceeding 4-5 tons per hectare—far below expectations. In 2022, Azerbaijan produced 322,000 tons of raw cotton from 104,000 hectares, falling significantly short of the 500,000-ton target set by the state’s cotton development program.
The traditional flood irrigation used in cotton fields complicates the situation further. Experts warn that this method leads to soil salinity, damaging land fertility. Due to lack of modern irrigation systems, many farmers are unable to adequately water their crops, negatively affecting their overall yield.

These companies sell low-quality seeds, herbicides, and pesticides at high prices.”
Additionally, the economist suggests that there has long been a problem of inflated production reports, with some officials allegedly exaggerating cotton production to claim higher government subsidies. Nasirli noted that cotton is not a particularly profitable crop for the country, with its annual revenue falling significantly short of the total import demand for food products.
Farmers are calling for a review of the subsidy system and better monitoring in the procurement of agricultural supplies and equipment.
